  1. Entrances (PE – 300) • PRIVATE ENTRANCE - An entrance that serves a single-family residence, farm or other noncommercial or non-industrial property as determined by the District. • COMMERCIAL ENTRANCE - Adriveway or an entrance serving businesses, commercial establishments, nonprofit charitable organizations,educational facilities, or other special interest groups. • INDUSTRIAL ENTRANCE - An entrance to a manufacturing/production business that produces a finished product by the use of manpower and/or machinery.

  2. Permit Processing Responsibilities Project Delivery & Preservation Branch: Permit applications for "private entrances" are received and processed by the appropriate section of the Project Delivery & Preservation Branch for the counties within their jurisdiction. A permit number is assigned and a record copy of the permit is retained by the Engineering Support Branch-Traffic Engineering & Permits Section. **This does not include private entrances on partial access control routes.

  3. Sight Distance Generally, entrances will be permitted where a minimum visibility time of six seconds in both directions is available. The six second rule is related to whichever is smaller, the 85th percentile traveled speed or the posted speed limit. Find the minimum stopping sight distance by multiplying speed of travel by a conversion factor of 8.8: For: 55 mph required stopping distance = 55mph * 8.8 = 484 feet

CONTROL DIMENSIONS AND FACTORS: Edge Clearance Rural and Urban: • 5’ min- should not be less than the radius of curvature Width Rural and Urban: • Residential: 10’ min to 20’ max (recommended) or as directed by the Chief District Engineer. • Farm: 12’ min, 50’max. Radius: • Rural: 5’ min to 25’ desirable • Urban: 5’ min to 20’ max Alignment (angle) of Driveway: • As close to 90o as possible. Refer to Standard Drawing RPM-110-05 for more info.

  7. Corner Clearances Entrances must be located a sufficient distance from the intersection to prevent intersectional problems resulting from the flow of traffic into and out of the new entrance. Entrances are not allowed at any point on the radius of an intersectional turn.

  8. Number of Driveways • 1. Urban - Only one driveway will be allowed to properties having frontage limitations that would produce unreasonable small driveway widths if two driveways were allowed. A third driveway may be allowed, if the frontage exceeds 300 feet. • 2. Rural - Only one driveway will be allowed to properties having frontage limitations that would produce unreasonably small driveway widths, if two driveways were allowed. A third driveway may be allowed, if the frontage exceeds 600 feet.

  9. Information Required from the Applicant: Guidance form TC 99-18E is an online check list of required documentation- • Item 1. TC 99-1 (permit application) ü • Item 2. Indemnity information (as required by District) ü • Item 3. KYTC roadway plan sheet with the entrance sketched in red. • Item 4. Select items depending on complexity of entrance • item 5. Include other items as necessary. Note: for simple cases where little or nothing was selected in item 4 write in TC 99-17plan and profile sheet- this can be sketched NTS but should be dimensioned to show distances to nearby driveways, propertylines, drainage structures, etc.ü • Item 6. Select and discuss applicable items with the applicant.

  10. Indemnity At the discretion of the CDE an indemnity may be applied to private entrances. Should the applicant fail to meet the requiremnts of the permit the $1000.00 indemnity should be applied towards restoring the right-of-way to preconstruction status rather than being applied towards constructing or repairing the entrance.

  11. INSPECTION Immediately after the completion of the construction, a representative Project Delivery & Preservation Branch will inspect the completed entrance to determine if it was constructed in accordance with the requirements of the approved permit, and that all portions of the right-of-way have been satisfactorily restored.
