  1. The Kentucky Transportation Cabinet (KYTC) is undertaking a planning study to develop and evaluate alternatives for the improvement of KY 715 in Wolfe County, Kentucky from KY 11, near the Lee County line, to the Mountain Parkway (see map on reverse side). The study has identified 9 corridor alternatives, including 7 reconstruction and relocation “build” alternatives, one “spot Improvements” alternative, and the “no build” alternative.” Input is being solicited from the public, local officials, resource agencies, and other stakeholders. This input will be documented and considered in making final recommendations. KY 715 Alternatives Study PRELIMINARY PROJECT GOALS • A purpose and need statement provides the foundation for successful decision making. This statement is based on the project goals, which evolve throughout the study process. Analysis of existing and future conditions and input from elected officials, project stakeholders, the public, and resource agencies provide information to better understand and describe the purpose, goals, issues, impacts, and alternatives for this project. • The primary purpose of the KY 715 Alternatives Study is to improve connectivity between KY 11 and the Mountain Parkway in Wolfe County. • Connectivity can be improved by achieving important project goals, as follows: • Address geometric deficiencies on KY 715; • Increase safety on KY 715; and • Improve access to the Mountain Parkway. • Additional project goals can also be considered, as follows: • Continue the London to Ashland Corridor improvements; • Improve access to area attractions; • Accommodate bicycles and pedestrians on KY 715; and • Provide mobility/relief against major incidents such as earthquakes, hostile acts, or other catastrophe that might close Clays Ferry Bridge along I-75. One round of meetings with local officials, local stakeholders, and the public and a coordination effort with public resource agencies was conducted at the beginning of the study in December 2007 and January 2008 to provide information and solicit input. A second round of outreach is underway to present study findings and proposed alternatives. The KYTC needs the help of local officials, local stakeholders, the public, and resource agencies again to develop recommendations for the proposed KY 715 improvement project.
