Results of Re-Organization • New Organization • Associates related tasks and technical disciplines within new organizational elements • RE-Allocates work items • New Panels clarify responsibilities for wireless links, data networking services, and end-to-end application services • Groups tasks in related technical domains • Provides for better skills mix within Panels • Maintains most interfaces within Panels, but some cross-support needed • Finally provides a clear home for architecture and end to end activities • Provides for end to end view for some services • Cross-cuts space / ground boundary • Clean boundary between Applications and Communications • Clearly describes the role of the Technical Steering Group (TSG)

Results of Re-Organization • Re-allocation of Work Items • Conceptual Approach: • Associate like items of work based upon the ISO layer the work is at and affinities with similar tasks • Include consideration of the service interfaces elements expose to users • Where cross panel considerations arise ensure that responsibility is clearly assigned to just one working group (e.g. Nav & Trk has responsibility for their product files, the means to deliver them, and the link layer observables used to generate them) • Rationale • Panel SLC includes all link and physical layer work • Panel SDT includes all network, transport and data transfer services, including their associated user applications • Panel SSA includes all of the system level and applications level services

Results of Re-Organization (Cont.) • The Architecture Board is considered to be a permanent element of the MC • Responsible for a clear description, evolution and control of the architecture • Responsible for documenting and maintaining the documents related to the CCSDS Domain architecture • Responsible to resolve architecture issues brought to it from MC and TSG • Membership (approved by MC): • Delegates nominated by the Panels based upon their technical expertise • No more than 7 members • Chief Architect • Selected from and by members • Two years nominal term, may be extended

Results of Re-Organization (Cont.) • Technical Steering Group (TSG) is a truly technical entity • Responsible for: • Cross panel system engineering • Architecture implementation • TSG Chairman appointed by MC • Two years nominal term, may be extended • Responsible for technical progress and direction of TSG tasks • Promotes cross-panel awareness of the status and nature of the CCSDS program • Prepares executive summary of TSG progress and reports to the MC • Resolves cross panel issues • TSG Members • Panel and sub-panel chairs or their nominees • Selected technical experts • Others by invitation

Results of Re-Organization (Cont.) • Panel SLC (Space Link Communications) • Content • WG A - Space Links • WG B – Coding • WG C – Compression • WG D - RF & Modulation • WG E - Optical Comm • Includes all physical and link layer standards • Supports any future work across coding / modulation boundary, and any interactions between compression, link and coding layers • Compression is included because it has skills in common with coding and there may be interactions • Includes new optical comm physical and link layer standards as they are required and any mods to existing standards to accommodate characteristics of optical comm

Results of Re-Organization (Cont.) • Panel SDT (Space Data Transfer) • Content • WG A - Upper Layer Protocols & Internet Services • WG B - S/C Onboard I/F, including Message Transfer & Middleware Svcs • WG C - Product Transfer Svcs (include SLE & CFDP) • Includes all network, transport, and upper layer data transfer standards and any related data transfer application interfaces • Includes all SCPS protocols and data transfer applications, gets support from Panel SSA for security • Includes S/C onboard I/F includes all layers up to message transfer and middleware from old P1K. includes S/C specific services like C&DA, will get support from Panel SSA for S/C Mon & Con Deliverables • Supports Panel SSA for message & file transfer and for service product transfer (Operability, Nav & Tracking) • Includes new IPN protocols such as bundling and any related data transfer application interfaces • Will include interfaces to commodity service providers as needed

Results of Re-Organization (Cont.) • Panel SSA (Space System Applications) • Content • WG A - Operability Standards (to include S/C M&C) • WG B - Service Request & Management (include XML) • WG C - Tracking & Navigation • WG D – Security • WG E – Data Archiving • Operability Standards will include S/C Monitor and Control as well as looking at end to end issues like power and thermal management, data management & accountability, distributed system management • Service Request & Management interfaces focus on operational interfaces developed using XML. This will include common data dictionary, glossary, operational interface identification and access mechanisms, and basic standards for operational information exchange. • Tracking and Navigation includes orbital data and ephemeris exchange, gets support from SDT for data transfer and SLC for observables • Security is a cross-cutting concern at all layers of the stack, provides support to other Panels as needed
