  2. IRREGULAR MIGRANTS INTERCEPTED IN NAROBI ,KENYA.

IRREGULAR MIGRANTS KENYA SITUATION • In 2011 Kenyan police raised security concerns over the increasing number of Ethiopians immigrants who are illegally accessing Kenya through the porous border in Moyale, en route to South Africa. Approximately 2,000 Ethiopian immigrants were arrested in Kenya in the first 10 days of January 2011 . This translates to 200 arrests each day. 

  4. CLANDESTINO RESEARCH PROJECT VIEWS • According to clandestino Research Project controlling irregular migration is one of the priorities of the European Unions migration policy. It is associated with a large number of fears: • countries are losing control over their borders .

  5. CLANDESTINO ….contd • Social systems are overstretched by unauthorized use . • Indigenous workers are being pushed out of the labour market • criminality is growing. • There are an estimated 2 to 8 million Irregular Immigrants in the European Union as quoted in policy documents.

  6. ILO VIEWS • According to ILO the existence of an informal labour market is a pull factor for irregular immigrants. • Swelling population of young workers in developing countries. • Widening income gap between the rich and the poor countries.

  7. MEASURES TO MANAGE IRREGULAR MIGRATION • European Union seeks to maintain high levels of security on its borders by using information system and biometric features(e.g finger prints) to keep records and manage aliens.

  8. MEASURES …contd • Developing improved immigration legislation. • Improving border operations including cooperation between in country agencies and with neighbouring countries. • Reviewing approaches to border screening to improve potential to detect terrorist –related movements.

  9. MEASURES ….contd • Enhancing immigration border systems to better collect data and improve processing. • Increased training of officers. • In East African Community establishing one stop border posts.

  10. MEASURES ….cont • Disappearance of jobs and increasing poverty has directly led to increased irregular migration pressures Countries should encourage: • job creation. • Practice Good Governance. • Promote and enhance the democratic process.

  11. MEASURES …..contd • To prevent illegal entry and remove irregular migrants ,screen out false claims of asylum and protection. • Use of legal migration channels can help protect migrant workers rights and reduce trafficking especially in women and children.

  12. WAY FORWARD • No one country can tackle these issues on their own they should work across boundaries with regional governments and International Organizations. • International data collection of irregular immigrants will go a long way in the management of assistance, voluntary return and reintegration activities for victims of trafficking.

  13. WAY FORWARD…..contd. • Raising awareness to the public through community outreach activities and targeted information campaigns. • Identifying irregular migrants and multiple asylum applicants.

  14. WAY FORWARD…..contd. • Enforcement of minimum national employment conditions. • Standards in all sectors of activity , to serve as a complementary system of criminalizing abuse of persons and of discouraging irregular employment.

  15. WAY FORWARD…..contd. • Increasing employers responsibility for checking on immigration status of their workers. • Tough action against employers who seek to profit from illegal labour , by imposing hefty fines.

  16. WAY FORWARD…..contd • Regularization is a policy that offers a chance for some ,not all irregular migrants to apply for some kind of legal status in that country. • Regularization removes fears of discovery and possible deportation.

  17. CHALLENGES FACED BY DESTINATION COUNTRIES • For many destination countries irregular migrants present a serious challenge . • To reduce their number most of these countries have invested significant sums of money in recent years to develop instruments of governance control. • Up to now, these efforts have failed to produce desired results.

KENYA SITUATION…..contd • In Kenya domestic workers being recruited to work in the Middle East is a case of concern. • The Government is facing a dilemma, Whereas there is freedom of movement and the right for own travel why should it be at the expense of human dignity. • The Kenya Government has computerized Immigration services at the borders and Headquarters in order to properly manage aliens.
