Definition of reduced performance scaling factor (connected states) • The most general scaling factor for the reduced performance delay requirement is (N/M)*Dsingle*number of reduced performance carriers • Dsingle is the corresponding single carrier delay requirement • This could be realized (for example) by using M gaps out of every N for reduced carrier measurements • It follows that (N-M) out of N are available for normal carrier measurements • The normal performance is N/(N-M)*Dsingle*number of normal performance carriers

Definition of reduced performance scaling factor (idle states) • The most general scaling factor for the reduced performance delay requirement is still (N/M)*Dsingle*number of reduced performance carriers • Dsingle is the corresponding single carrier delay requirement • There is no “gap stealing” so the normal performance is insteadDsingle*number of normal performance carriers

Mapping some proposals to this frame work • s factor scaling discussed in RAN4#70bis has M=1, N=s and s is the parameter used by 3GPP • Proposal resulting in (s’+1)/s’ for normal carrier performance has N=s’+1,M=1 where s’ is the parameter used by 3GPP • If “gap stealing ratio” (GSR) is the parameter used by 3GPP, GSR is equivalent the inverse ratio M/N. • reduced performance delay requirement is (1/GSR)*Dsingle*number of reduced performance carriers • Normal performance delay requirement is 1/(1-GSR) *Dsingle*number of normal performance carriers • N/M (inverse GSR) could also be the parameter used in 3GPP

  5. Discussion • Denote α=N/M (inverse of gap stealing ratio) • Key questions: • Is non integer α needed? • What value or range of values for α • Does α need to be configurable by higher layer signalling (idle and connected state can have different answers)

Way forward for LS to RAN2 (proposals) • Define the “normal / reduced” terminology • Conditional performance group will not be introduced in rel 12 WI • CDMA2000 and GSM have normal performance only • RAN4 LS does not mention anything about default assignments of carriers to normal / reduced • RAN4 also does not account for this in feature group LS (Docomo) • From a signaling point of view it should be possible to indicate any combination of normal and reduced performance carriers • RAN4 may introduce conditions in 25.133 and 36.133 for which the RAN4 requirements are valid • Add any necessary aspects on α signalling • Add any necessary aspects which are agreed on default carrier assignment • Add any necessary aspects which are agreed on high priority dropping

Further discussion pm coffee break • Do we agree that certain HP frequencies may be dropped in idle mode when serving cell is low quality/strength? • If so, is this all HP frequencies in the reduced performance group, or a configurable subset? • α configurable by higher layer signalling • Option 1 : Not configurable • Option 2 : Configurable for connected RRC states, not configurable for idle • Option 3 : Configurable for all RRC states • If α is configurable by HLS, the mapping from index to α shall be specified in 25.133 and 36.133 • Default α (along with default carrier assignment)? • How many α values should there be ? (eg default +1, default+2, default+4,…)?
