  3. On Environmental Protection Law, article 53 • M. E in cooperation with other central and local bodies, prepares and coordinates the National Monitoring Program • Environmental monitoring ,determines the indicators of environmental quality, discharges, pollution or damage ,natural phenomena, biodiversity, methodologies of sampling, measurements, data processing, as well as their reporting and publication • The monitoring of natural phenomena and environmental quality is the duty and responsibility of state bodies and is supported by the state budget • Accredited laboratories should perform the laboratory measurements and test Shpresa BANJA. The monitoring of discharges, pollution and damage of the environment ,caused by human activities, should be performed and covered by the physical and legal persons, who run these activities and plants • M E controls the monitoring quality, the measurements, the application of methodologies, the qualification of the specialist participating in it, the used equipment and the reliability of results • The rules and procedures for the development and implementation of the national program and establishment of the monitoring networks are defined by a Decision of the Council of Ministers, at the proposal of the Minister of Environment Shpresa BANJA. In the program the following are determined • The methodology of calculating air/escape and discharges based on the technology and the capacities of operation • The kinds and the amounts of expected discharges • The facilities, the processes and the impiants installations that discharge in air, in water and in the earth. • The posts where the measurements will be done for every discharge • The density and the kind of measurements for each post of discharge • The methodology of each measurement • The measures to be taken to bring the discharges to the permitted norms and the due time for their implementation • The installations, the apparatus, the implants where the industrial accident might happen and the supplemented and added measures to prevent this Shpresa BANJA. Continue • Emergency plan with detailed measures to face with a probable accident • The kinds and the amount of the solid refuse, material generated by the activity • The place and the rules for their temporal depositing in the places of activity • The time and the procedures for taking away these materials permanently taking them to certain places assigned for collection according to their kinds. • The kinds and the amount of the dangerous refuse resulting from this activity, the place and the way how to preserve temporarily these remains and refuse in the places of the activity, packing, wrapping, putting labels and transporting these remains and refuse for their extermination, disposal of refuse Shpresa BANJA. Information on the state of the environment includes • Data on the state of environmental elements • Data on the development of the economical sectors, • Data on the environment impacts • Data on activities , undertaken for the protection of the environment • Data on the state and exploitation of the natural , biological , mineral and energy resources • Data obtained from the national monitoring program implementation • Data on environmental discharges , on environmental quality and natural phenomena • The information is accompanied with explanations and with recommendations on the citizens, action in cases of verification of the negative impacts Shpresa BANJA. Primary compliance monitoring activities include • Performing compliance inspections , surveillance and investigations • Collecting, analyzing, evaluating and managing compliance data • Targeting, gathering information and developing enforcement strategies • Collecting and analyzing environmental samples • Reviewing and evaluation self- reported documents, permits and records • Responding to citizen complaints and referrals from other government entities and • Preparing reports and updating databases with compliance findings and inspection results Shpresa BANJA. A programme to check the self-monitoring results of industrial activities, either through checking, sampling and analysis in the authority's own laboratories , or by using certified laboratories to do so • Inspections of onsite records of self-monitoring and internal management arrangements of the facility, including an examination of maintenance schemes which verify the reliability of measurements, calibration of instruments ,emission and sampling points flows, and • Reports and feedback on monitoring results to the permitting authority with follow up recommendations Shpresa BANJA. Requirements on Industry • All emissions that are potentially detrimental to the environmental must be measured • All consumption figures of energy and raw material , including composition of trace contaminants, should be recorded • All process, plant and maintenance information of importance to the emissions and efficiency of the facility should be collected and recorded. • Monitoring in the vicinity of certain specific components of an industrial activity by the facility may need to be undertaken • All measurements should be taken according to standardized methods that are agreed to by the inspectorate , in close cooperation with a national laboratory,or similar responsible institution Shpresa BANJA.
