  1. Status Update on EGSI-Texas’ Transition to Competition Plan (TTC) Filing Entergy Transmission Planning Summit July 31, 2007

Regulatory and Legislative Requirements • HB 1567 passed in mid--2005 required Entergy Texas to: • Not later than January 1, 2006 file a plan with the commission for identifying the applicable power region or power regions that might ultimately support retail open access. • Not later than January 1, 2007 file a "transition to competition plan", identifying in part how the company plans "to achieve full customer choice" (interpreted to be synonymous with retail open access, or ROA).

  3. Entergy’s TTC December 29, 2006 Filing • On December 29, 2006 the company filed a plan identifying two power regions that might support ROA: (1) ERCOT, (2) the Southwest Power Pool (SPP),   In this company indicated it believed the ERCOT options was the only power regions that was fully capable of meeting the requirements for ROA. • The Entergy filing for its TTC Plan – can be found at http://interchange.puc.state.tx.us/WebApp/Interchange/application/dbapps/filings/pgSearch.asp under project 33687 item 1.

  4. Entergy’s Response to Commission's and Stakeholders’ Comments • On June 4, 2007 the company filed a modified plan identifying three alternatives integrating EGSI-Texas into ERCOT. The company believes these alternatives meet regulatory and legislative requirements to the support the move to ROA. • The June 4, 2007 filing can be found at http://interchange.puc.state.tx.us/WebApp/Interchange/application/dbapps/filings/pgSearch.asp under project 33687 item 365. • These three ERCOT alternatives are as follows: • Reliability and Economic projects and 1050 MW DC ties, • Reliability projects with 450 MW DC ties, and • Reliability projects with 1050 MW DC ties.
