SPC- Reasons of Change • Government transformation:from Centralized to Federate • Growing of telecom market (increasing of Service Providers, competition development, new technologies, etc..) • Government processes move from paper to bit and need the interoperability of PAs application (ICT becomes an important resource like water, water, light and gas) • A new system is needed that should be: • Shared by all PAs representatives (Central, Local and Regional PAs) • Able to get the best ICT services available on the market • Guarantee that e-government services are always up and running

SPC - the Project • Lead time: four years (October 2002-May 2006) • Maximum number of people working on the project: 150 • Total number of assessments: Ten, all of them positive • Total costs of the tender: 1,2 billion € • List of services: 700 price items • Number of providers selected: four out of seven qualified • Total cost savings: about 60% • Sharing of PAs between selected providers: 60%Fastweb, 25%Albacom, 10%Wind, 5% TI • Benefits for PAs: 4000€/month for 2 Mbps (former PAs network) = 4000€/month for 2,5 Gbps (SPC) • Total number of sites to be connected: 20 Regions, 110 Provinces, 8000 Municipalities, 58 Central PAs for a total of 20.000 sites

RIPA - the Project • 4 Central PAs have already deployed their networks: • Ministry of Foreign Affairs; • Ministry of Defense; • Tourism Institute; • Customs Agency. • 450 sites connected over 130 countries; • New network applications up and running by the end of the year (VISA, Electronic Passport of Ministry of Foreign Affairs, the new Information System of Ministry of Defense, etc.)
