  4. INTRODUCTION • Standards body in Kenya; • Established through “The Standards Act” Cap. 496 of the Laws of Kenya; • Started its operations on 12th July 1974; • Responsible to the Ministry of Industrialization

Our mandate…. • To promote the competitiveness of Kenyan goods and services; • To improve the quality of life through the application of Measurement, Standards, Testing and Quality Assurance (MSTQ); • To support governmental policies: • Reduction of trade barriers & Promote fair trade practices; • Consumer protection;

Core Functions • Standards Development • Testing • Metrology • Implementation of Standards in commerce and industry • Accreditation-Testing, calibration/metrology Labs, • Certification-Product(SM,ISM and Diamond Mark) or Systems (QMS, EMS, OHSAS, HACCP on Food Safety Management • Inspection of imports, local products and exports • Training and Education in Metrology, Standards, Testing, Quality Assurance (MSTQ) and certification

HEALTH INFORMATICS TECHNICAL COMIITTEE • Standardization in the field of information for health, and Health Information and Communications Technology (ICT) to achieve compatibility and interoperability between independent systems. Also, to ensure compatibility of data for comparative statistical purposes (e.g. classifications), and to reduce duplication of effort and redundancies.

  9. CATEGORIES OF STANDARDS • International standards; ISO/IEC (There is need to use international standards because of initiatives for integration of East African Community and COMESA.) • Regional standards; EAC • National standards; KEBS (KS ISO 21549 Parts 1-7 – Patient healthcard data)

  12. OPERATIONAL STANDARDS • Software standards • Identifier standards • Information security standards • Hardware to operate system • Training of staff in operating system

  13. INFORMATION INTERACTION STANDARDS • Support interaction of different components to securely and reliably send and receive information from other components within the national architecture as well as with other systems

EHR STANDARDS • ISO 13606-1: 2008:     Health informatics -- Electronic health record communication -- Part 1: Reference model • Scope- This part of ISO 13606 specifies the communication of part or all of the electronic health record (EHR) of a single identified subject of care between EHR systems, or between EHR systems and a centralized EHR data repository.

CONT’ • ISO 13606-2:2008 :     Health informatics -- Electronic health record communication -- Part 2: Archetype interchange specification • Scope-This part of ISO 13606 specifies the information architecture required for interoperable communications between systems and services that need or provide EHR data

CONT’ • ISO 27799:2008 :        Health informatics -- Information security management in health using ISO/IEC 27002 • Scope-This International Standard specifies a set of detailed controls for managing health information security and provides health information security best practice guidelines. By implementing this International Standard, healthcare organizations and other custodians of health information will be able to ensure a minimum requisite level of security that is appropriate to their organization’s circumstances and that will maintain the confidentiality, integrity and availability of personal health information

Way forward • Facilitate MOU between KEBS and NASCOP, HIS, I-TECH, To bring forth the requisite synergy in standards development and implementation • KEBS to bring on board the above partners into the NMC of ISO TC 215 • The partners (i.e. NASCOP, HMIS) to facilitate development of Technical Regulations to entrench standards • KEBS to mainstream the activities in the national development agenda thro’ Workshops and seminars
