  3. Project Phases • Project scoping, market research (2004) • SOW, initial proposals, prototyping (2005) • Final proposals/evaluation (early 2006) • Contract award (April 2006) • Baseline planning (April-June 2006) • Development/integration/testing/deployment for DR Address Canvassing (in progress)

  4. Acquisition Strategy • Prime systems integrator • Advisory down select • Technical exchange • Logistics and telecommunications analyses • Prototype evaluation & in-field demonstration (PEID)

  5. FDCA Systems Integrator • Harris Corporation • Melbourne, FL

  6. MCE Operations • Address Canvassing (AC) • Nonresponse Followup (NRFU) • Census Coverage Measurement— Person Interview (CCM-PI) • Administrative (Payroll)

  7. HHC Applications Role Based Applications Crew Leaders Enumerators Easy access to Applications Alerts to updated information

  8. HHC Address Canvassing Ops Select Assignment Block Select Housing Units to Canvass Toolbar Always Visible Simple & Accessible Action Buttons

  9. HHC Mapping Ops Capture Accurate Locations of Housing Units and Streets Simple Toolbar of Mapping Operations Ability to zoom in/out of map Highlights Selected Map Feature

  10. HHC Features/Accessories Tri color LED indicator Internal GPS Antenna Internal Cellular Antenna Power On/Off Button When pressed for power off a conformation message will appear SD Memory Card Slot with captive protective cover High Brightness Screen with anti-glare coating (almost 2x brighter than Dell Axim X51) 4 Way Navigation buttons with center execute Time & Expense Home GPS/Maps Keyboard Messages Notes/ Documents Power plug, mini-USB, RJ-11 With captive protective cover Finger Print Reader

  12. Some Lessons Learned (So Far) • Kick off project earlier • Acquisition strategy worked well • Communicating operational context (scale, dependencies, business rules) is critical • Plan security testing effort thoroughly, then multiply planned effort by x, 2x, or …? • Principal risks/challenges are not technical

  13. Challenges Ahead . . . • Aggressive software development, testing, integration schedules • IT security/systems integration testing • 2010 office openings and logistics • Schedule alignment • Funding continuity

  14. Questions? • For further information: • Jack Marshall • Deputy FDCA Project Manager • 301-763-1943 • john.w.marshall@census.gov
