  6. All official visit materials should be submitted to Andrea Smith. • The following items must be completed or submitted to approve an official visit: • Accurate tracking form on file • Transcripts from the prospect (may be unofficial) • Test score (ACT, SAT, PSAT, PLAN) • The prospect must be registered with the NCAA Eligibility Center Official Visits – 13.6

  9. Off-campus meals may only include individuals certified to recruit off-campus (contact counts as a contact for that prospect). • Prospects may not receive ICA discounted rate to stay at the Radisson. • Prospects may not stay at off-campus apartments with student-athletes.   12. Correspondence with prospects prior to September 1st of their junior year is prohibited. • Coaches may not: • Forward recruiting correspondence to a prospect prior to Sept. 1 of their junior year (letter/email) through a HS or club coach • Invite a specific freshmen or sophomore on an unofficial visit through the HS/Club Coach Recruiting Materials – 13.4.1

General Correspondence – New Legislation: • Single sheet of institutional letterhead – no bigger than 8.5 x 11 • No restrictions on design or content of one side – opposite side must be blank except for typed or handwritten messages • Additional pages must be white paper and black ink and must be blank except for typed or handwritten messages • Attachments may only include white paper with black ink and not created for recruiting purposes General Correspondence – 13.4.1.1(a)

All other forms of electronic correspondence (e.g., Instant Messenger, text messaging, etc.) are prohibited. • NLI Signees: beginning the day after the prospect signs a NLI (or a 4-year transfer signs a tender or acceptance of admission), all forms of electronic communication (e.g., texts, facebook, etc.) are permissible.   20. All recruiting coordination must be performed by a countable coach. • Director of operations, volunteer coaches, quality control assistants, and administrative assistants may not perform any recruiting coordination functions. • Except related clerical tasks • **Review the Recruiting Roles and Non-Coaching Staff Member Tipsheet. Day after a prospect signs a NLI, noncoaching staff members may make or receive telephone calls from that prospect • On or after May 1, noncoaching staff members may make or receive telephone calls if we have received a financial deposit • During transportation to and during official visit, noncoaching staff members may make and receive telephone calls from prospect • Noncoaching staff members may make and receive telephone calls from prospects regarding institutional camp and clinic logistical issues Noncoaching Staff Member Exceptions – 11.7.1.2.2

One time a year, a booster club may finance an a team’s transportation expense to a recognition banquet, provided all expenses are paid through the athletic department, location of event is no more than 100 miles from campus and no tangible award is provided to member of the team (16.1.6.1). • If a prospect is on campus during a booster function, we advise not to have the prospect appear at function as boosters and prospects may not have contact on or off campus. • Awards received by student-athletes from booster clubs must be included in the award limitation calculations. • Booster Clubs may not directly supplement a coach’s salary.   25. Answer: Yes An institution is permitted to use express mail delivery services to send printed recruiting materials to international prospects only. (Bylaw 13.4.1.1.1) Q & A

  26. Question: During a dead period, is it permissible for department staff members to send printed recruiting materials to prospective student-athletes? Q & A

  27. Answer: Yes All staff members may prepare and send printed recruiting materials/general correspondence to prospects during a dead period. Q & A

  28. Question: Is it permissible for any athletic department staff member to attend an off-campus lunch with a prospect on an unofficial visit? Q & A

  29. Answer: No Having an off-campus lunch with a prospect on an unofficial visit would be considered a contact. As such, it is only permissible for coaching staff members who have been certified to recruit off-campus to attend an off-campus lunch with a prospect on an unofficial visit. Q & A

  30. Question: When is it permissible to provide student-athletes with fruits, nuts and bagels? Q & A

  31. Answer: It is permissible to provide student-athletes with fruit, nuts and bagels at any time [16.5.2 (h)]. Q & A

  32. Question: Is it permissible for a prospect to make an unofficial visit during a dead period? After he/she signed a NLI? Q & A

  33. Answer: No; Yes (NEW RULE) During a dead period, no on or off- campus contacts are permitted. However, after a prospect has signed a NLI with that institution, a prospect may make an unofficial visit to that institution during a dead period (13.02.5.4.2). Q & A

  34. Question: Who must sign off on a outside/unattached competition form? Q & A

  35. Answer: Under Big Ten rules, all outside/unattached competition must be approved by the Faculty Athletic Representative and Compliance. This form can be found on the gophersports web site. Q & A

  36. Question: How many occasional meals may a student-athlete receive during the fall semester? Q & A

  37. Answer: The Big Ten has recommended that four occasional meals per semester meets the occasional meal definition. The Occasional Meal Approval form can be found on the gophersports web site. Q & A

  38. Question: Is it permissible for us to provide parents of student-athletes soft drinks and snacks in conjunction with senior night? Q & A

  39. Answer: Yes • New legislation, effective January 16, 2010 does make it permissible for us to provide soft drinks and snacks to parents of student-athletes in conjunction with celebratory events and educational meetings (16.6.1.5). Q & A

  40. **Please note that at no other time may we provide the parents of student-athletes any snacks, including fruits, nuts, bagels, bottled water, soft drinks, etc. Q & A

  41. Question: Can members of the football team assist with a local Habitat for Humanity project? Q & A

  42. Answer: Yes Per NCAA Bylaw 12.5.1.1, student-athletes can participate in community service projects if all of the conditions are met; most notably written approval is granted by Andrea Smith and the student-athlete does not miss class. Q & A

  43. Question: Can our women’s hockey program donate a signed hockey stick to the Hopkin’s High School athletic department for a silent auction to raise funds for the Hopkins High School athletic department? Q & A

  44. Answer: No • It is not permissible to donate or assist in • fund raising activities for a high school • athletic department. This prohibition • also includes donating items or assisting • in fund-raising activities for club • programs that consist of prospect aged • students (9th grade and above). Q & A
