REASONS for PROPOSED CHANGES GUIDING PRINCIPLES Current procedures confusing ; RST guidelines are located in separate documents (Bylaws, URSTPC Guidelines); some inconsistencies and contradictions exist between URSTPC Guidelines and Faculty Bylaws; many gaps in procedures. Platteville one of very few campuses to have RST embedded in Bylaws; difficult to make small changes in procedures. Currently one RST file is used for very different processes (Retention/Tenure, Promotion, and Annual Merit Review). Current RST calendar very tight because almost all RST procedures follow same calendar and take place in the spring. 1 Faculty always have the right to respond to anything inserted into their file at any level of review. 2 All members of the groups making legal decisions regarding retention and tenure should participate in all reviews. 3 Guidelines should be general at the university level and detailed at the department/discipline level. 4 Department/discipline plans should be explicit regarding the criteria used to evaluate faculty. 5 All input into files occurs before legal decisions occur.

SUMMARY of PROPOSED CHANGES Restructuring department, college, and university committees Each committee has fewer tasks to accomplish (redistribution of workload) Calendars can be separate (e.g. promotion in the fall; other reviews in the spring) Files and forms can be tailored to specific tasks Retention and tenure decisions made by department or functional equivalent (discipline, school….) and chancellor Tenured faculty in discipline become a review body responsible for all renewal/tenure decisions CRSTC becomes College Compensation Committee Creation of new University Promotion Committee Promotion to associate professor automatic upon tenure Years toward tenure can still be negotiated in contract for recruitment in exceptional cases “Early tenure” rules remain -page 1-

Proposed New COMMITTEE STRUCTURES The primary function of the Department Salary and Promotion Committee (DSPC) is to make promotion in rank and salary recommendations based on pertinent data in accordance with a department- and university-approved plan. The primary function of the departmental Renewal and Tenure ReviewBody (RTRB) is to make decisions regarding renewal of probationary faculty and the granting of tenure. Such decisions will be made in accordance with a department- and university-approved plan. The primary function of the College Compensation Committee (CCC) is to review and evaluate DSPC recommendations for salary and to make separate recommendations in accordance with a university -approved plan. The primary function of the University Promotion Committee(UPC ) is to review and evaluate DSPC recommendations regarding promotion in rank and to make independent recommendations in accordance with a university-approved plan. This committee will deal only with promotion to full professor. The primary function of the University Rank, Salary, and Tenure Policy Commission (URSTPC ) is to set policies and monitor all promotion, salary, renewal, and tenure procedures.   5. Proposed New COMMITTEE MEMBERSHIP Department Salary and Promotion Committee (DSPC):To be determined at the department level; minimum of three tenured faculty. Renewal and Tenure ReviewBody (RTRB):All tenured members of a department or functional equivalent; minimum three members (with provisions for cases with <3 ). This solves a major problem with the current system where different groups decide on retention and tenure. College Compensation Committee (CCC):At least five elected tenured faculty and the college dean (or associate dean or assistant dean as dean’s designee); college dean (or associate dean or assistant dean) may serve as chair (non-voting). University Promotion Committee(UPC):Six full professors (two from each college); provost serves as chair (non-voting). University Rank, Salary, and Tenure Policy Commission(URSTPC):Nine faculty members (three from each college); one member is appointed by and from each CCC annually. Ex-Officio: provost (non-voting) college deans (non-voting); Same as current membership with additions of college deans for informational purposes -page 3-

Appeals Process Chancellor = reviews ‘renewal and tenure file’ and makes independent decision. -page 4-

Spring timeline Faculty Member = Submits Annual File (Salary Purposes Only) Department Chair = places independent evaluation of faculty member into file SALARY (for >2% Merit raises, Inequity, Compression) Faculty Response Department Salary and Promotion Committee 1) Reviews material in file; makes recommendation. 2) Creates report of department salary issues. College Compensation Committee 1) Reviews file and places independent recommendation on individual’s salary into file 2) Reviews department salary reports and generates college report Chancellor = reviews DSPC and CCC recommendations and makes final decision URSTPC = reviews CCC reports and submits report to Faculty Senate -page 6-
