Dissolution of the TP? • Pros • Emission reduction not fast and fair enough • Developed countries reneging on promises • Carbon market approach with CDMs and similar programs is a dead end • Cons • Vast infrastructure • Developing countries want binding treaty and funds • No real alternatives are around UNFCCC, Cancun Messe, Hall D

Date of expiration of the KP? • Depends upon one’s assumptions • Personally I believe it will not survive till 2015 • Deeper economic problems • Worse climate conditions • Funding from the many, uncoordinated sources will be grossly insufficient • Developed countries will not devote 6% of their GNP for climate and development programs UNFCCC, Cancun Messe, Hall D

Three alternatives-1 • US/Brookings Institution • General Agreement on Reduction of Emissions (GARE) approach • Too slow and keeps the status-quo in monetary, financial and economic institutions • Heartwell approach of NAMAs similar in terms of its emphasis, but does not believe in pricing carbon: Prins versus Stern of LSE • Unacceptable alternative UNFCCC, Cancun Messe, Hall D

Three alternatives-2 • Equitable carbon budget approach • Leadership by India, South Center and countries such as Germany and France • Remaining atmospheric space to be allocated to all nations based upon population and income and the historical use of 70% of the atmospheric space UNFCCC, Cancun Messe, Hall D

Three alternatives-3 • Creation of new monies • Breaking the Funding Deadlock of the Global Future Council using modified SDRs with a Supervisory Body • The establishment of a carbon-based international monetary system proposed by the IIMT where the global central bank provides liquidity as needed and feasible depending on absorptive capacity UNFCCC, Cancun Messe, Hall D

The integrated alternative of the TFD • The Tierra Fee and Dividend integrates the BFD funding technique by placing it in the systemic context of a transformed international monetary system • The TFD would provide a global governance framework for the Carbon Budget Approach • The TFD is a called by Maurice Strong an “innovative proposal” which “seems to be very promising in the light of the stalemate of the Kyoto prospects.” Oct 18 UNFCCC, Cancun Messe, Hall D

Strategy for the TFD-1 • From the top downwards • Endorsement of the UN General Assembly Resolution to establish a UN Commission on Monetary Transformation consisting of Experts in climate, monetary and development issues • Producing recommendations for a UN Monetary Agenda for Climate Action for COP17 and Rio +20 UNFCCC, Cancun Messe, Hall D

  10. Strategy for the TFD-2 • From the bottom-up • national TFD Working Groups engaged in research, education and action • national action, including sponsorship of the national government of the UN Resolution and its Monetary Transformation Commission UNFCCC, Cancun Messe, Hall D
