Each IAT is made up of State Interoperability Executive Committee (SIEC) members, Advisory Group members, other members of the practitioner community, subject matter experts, and other stakeholders to achieve the goals and initiatives of the Statewide Plan. IATs tap into national, state, and local expertise to provide recommendations to the SIEC and Advisory Group about how initiatives should be endorsed, promoted, and implemented over time, as well as, do the research needed to bring an initiative from concept to reality. The work products of the IATs directly influence how policy decisions are made regarding interoperable communications. The Commonwealth Strategic Plan for Statewide Interoperable Communications The Statewide Plan is the guiding document for all interoperable communications activities. Virginia Code mandates the annual update of the Plan and statewide compliance to the Plan by 2015. The Advisory Group and the IAT membership offer the most direct lines of interaction with local public safety practitioners and therefore shape the update of the Plan. The initiatives that are outlined in the Plan each year directly reflect the needs of practitioners to tap into overarching issues such as 800 MHz rebanding as well as technological issues and solutions that prevent or promote operability and interoperability statewide. IAT members commit to one year terms, as the initiatives change within the Plan, so will IAT membership to reflect the expertise and commitment that are needed to achieve each initiative.
