  1. AMERICAN ASSOCIATION OF LAW LIBRARIES 99TH ANNUAL MEETING AND CONFERENCE JULY 8-12, 2006 ST. LOUIS, MISSOURI A4: Preservation of Digital Information: Global Trends in Digital and Analog Archiving Status and best practices for digital preservation in Europe Stephane COTTIN, Constitutional Council, France

  2. Foreword : It's impossible to present every aspects of the status and the various ways to build best practices in digital preservation, especially in Europe with so many countries and methods. But as this issue is very important to me, I have a del.icio.us tag on this issue to mark websites of interest on the Net : http://del.icio.us/cottinstef/preservation_donnees and another to conduct this presentation : http://del.icio.us/cottinstef/aall . These tags will be regularly updated. (see also the obvious tag http://del.icio.us/search/?all=digital_preservation )

  3. This problem is : - accurate for law librarians - complex - has is really a solution ? Or only some ways to think about it ? The issue : What to know on the recent evolutions of the best practices in digital preservation in Europe ?

  4. See in this job offer (may 2006 : http://jobs.stanford.edu/openings/display.cgi?Job_Req=010614&JFam=NIL&JOBCODE=1592 ) International Documents Librarian, Social Sciences Resource Center, Green Library, Stanford University The Stanford University Libraries seek an energetic, intellectually engaged librarian with graduate training in the social sciences to serve as International Documents Librarian. (...) Required : (...). Knowledge of government information acquisition and collection management issues, including recent, demonstrated experience developing and managing one or more government or international documents depository collections. Awareness of current trends in government information content formats and dissemination methods. Significant knowledge of how government information and numeric data resources in all formats are used by faculty and students An accurate issue : Awareness of current trends in government information content formats and dissemination methods is now needed for skilled international law librarians.

  5. Complex, but not complicated. - Archiving governmental information : too many governements, and inside each countries, too many actors, too many documents, too many ways to make, transform and research those documents. A complex issue for Europe :

  6. Plan : 1) A rapid presentation of the conception of international norms for digital preservation in Europe (the needs and the formal answers) 2) Focus on France (why so many norms ?) 3) A new way to build "best practices" for the digital preservation in the French administration : the wiki of the DGME (General direction of the modernization of the State) A way to prevent the complexity : building some norms ?

  7. http://europa.eu.int/information_society/newsroom/cf/menu.cfmhttp://europa.eu.int/information_society/newsroom/cf/menu.cfm 1) A rapid presentation of the conception of international norms for digital preservation in Europe (the needs and the formal answers)

  8. Actions of the European Union • Cordis (Research in EU) • European Infrastructure for Repositories of Scientific Information : http://cordis.europa.eu/ist/rn/ri-cnd/wshop-080606.htm • Role of the national libraries • European Task Force Permanent Access http://tfpa.kb.nl/ • Quaero (a (bad?) answer to Google : is this necessary, is this a good way ?) • International educational programs, such as • E-termhttp://www.ucl.ac.uk/e-term/index.htm

  9. Role of the European Commission Regulates the format of data interchange between administrations. The rules are regularly published on the official Journal, even the tiniest ones : - EU regulation http://europa.eu.int/eur-lex/lex/LexUriServ/site/en/oj/2006/l_106/l_10620060419en00070009.pdf COMMISSION REGULATION (EC) No 601/2006 of 18 April 2006 implementing Regulation (EC) No 184/2005 of the European Parliament and of the Council as regards the format and the procedure for the transmission of data

  10. European Call of Projects http://cordis.europa.eu/fp6/dc/index.cfm?fuseaction=UserSite.FP6DetailsTenderPage&call_id=287 2006/S 88-092641 Study “Towards a European eInfrastructure for eScience digital repositories”

  11. 2) Focus on France • So many norms ... • http://www.archivesdefrance.culture.gouv.fr/fr/textenorme/dafperenisation.htm

  12. An essential but not unique actor : the Archives Direction (Direction des Archives de France) • http://www.archivesdefrance.culture.gouv.fr/fr/archivistique/DAFarchiveselectronique.html • http://www.archivesdefrance.culture.gouv.fr/

  13. It's a very old issue • http://www.archivesdefrance.culture.gouv.fr/fr/archivistique/DAFdocelbiblio.html • A periodic : « Bulletin des Archives de France sur l'archivage à long terme des documents électroniques » (on line http://www.archivesdefrance.culture.gouv.fr/fr/publications/DAFbulelectronique.html)

  14. A lot of texts : Regulations : http://www.archivesdefrance.culture.gouv.fr/fr/circulaires/DAFarchives%20electroniques.htm : Note d’information DITN/RES/2006/002 du 30 mars 2006.

  16. A simplification : Suggestion for 2005 In December 2005, a semi-governmental organisation, « le Forum des Droits sur l'Internet » (in charge of the co-regulation of the Internet in France), gave a « Recommandation du forum des droits sur l'internet sur la conservation des documents électroniques ». Among other things, they agree on the three international norms on the preservation of digital documents : http://www.foruminternet.org/recommandations/lire.phtml?id=949 • Model OAIS, Open Archival Information System (Norm ISO 14 721) • Norm ISO 15 489 on the "records management" • Norm ISO 19 005-1 PDF/A, Part.1.

  17. An explanation for the (French) number of norms : the legal obligation(s) to preserve information • A incredible amount of the (French) official legal texts on digital preservation (legal texts that oblige to do or organize digital preservation of the information) • http://www.asphales.net/index.php?file=liste_textes&op=categorie&th_code=3

  19. 3) A new way to build "best practices" for the digital preservation in the French administration The « wiki » of the DGME (General direction of the modernization of the State) : http://www.adele.gouv.fr/wiki/index.php/Accueil Call of contributions and list of rules and recommandations for the best interoperability

  20. Conclusion • As usual in Europe : too many actors to build something that have to be unique, stable, solid, confident... • A solution will be found finally, between all the projects. Often, it's the best that 's finally chosen, or parts from several ones, in order to build a common project, unified on the best parts of the others. But when ?
