    6. Since 1878, NGAUS has provided the National Guard with a powerful voice in Washington. In their first meeting after the Civil War, militia officers from the North and the South formed the Association to petition Congress for better equipment and training. More than a century later with the backing of nearly 45,000 members and other supporters – NGAUS continues that mission. NGAUS has a rich history dating back to 1878. It is still today one of the most recognized and powerful organization in our Nation. NGAUS has been working with congressional leaders for over 130 years to make our National Guard the best trained and equipped Guard possible.NGAUS has a rich history dating back to 1878. EANGUS, Who We Are www.eangus.org Largest Enlisted Reserve Component association Created in 1970 by a group of senior Noncommissioned officers from MS and SD Incorporated in Jackson, Mississippi in 1972 Created to give a voice on Capitol Hill for enlisted National Guard issues Represent over 414,000 enlisted National Guard men & women, and their families, and retirees Longstanding Member of The Military Coalition (TMC) EANGUS is the largest enlisted reserve component association, and the only association that represents only National Guard enlisted men and women.     9. AFI 36-2618 THE ENLISTED FORCE STRUCTURE 4.1.10. Promote organizational esprit de corps and foster good community relations by supporting professional organizations as well as unit, base, and Air Force events.     10. MONGA, NGAUS and EANGUS Are partners working for your interest in Congress. NGAUS and EANGUS are members of The Military Coalition (TMC). NGAUS and EANGUS are part of the Military Coalition. The Military Coalition is a group of 35 military, veterans and uniformed services organizations in joint pursuit of the following goals: • Maintaining a strong national defense provided by recruiting and retaining skilled and highly capable personnel in the seven uniformed services; • Maintaining uniformed services compensation and benefits at levels sufficient to attract and retain professional uniformed service members for careers of service to the Nation; • Representing the interests of the entire uniformed services community, including members' families and survivors, and responding to assaults upon the compensation and benefits earned by members of that community through years of dedicated service; and • Educating the public on the extraordinary demands and sacrifices associated with a career in uniformed service, and the need to maintain a similarly unique system of compensation and benefits to attract and retain the kinds and numbers of high-quality personnel needed to meet the Nation's short- and long-term defense requirements. NGAUS and EANGUS are part of the Military Coalition. The Military Coalition is a group of 35 military, veterans and uniformed services organizations in joint pursuit of the following goals:

    11. What has MONGA, NGAUS and EANGUS done for me? FY 2010 NDAA Gray Area Retiree TriCare coverage. The DOD is currently developing the the plan to implement the program. Premiums are expected to be similar to the TriCare Reserve Select

    15. What has MONGA done for you? HB 82-Authorizes, beginning January 1, 2010, an income tax deduction from a taxpayer's Missouri adjusted gross income for 15% of any military retirement income, regardless of age or income. The tax deduction rate will increase by 15% annually until 2016 when it is fully phased in and all of the military retirement income will be deductible.     16. 2009 Missouri Legislature (Cont) HB 427- This bill changes the laws regarding members of the military, veterans, and their families. In its main provisions, the bill: Designates May 1 of each year as "Silver Star Families of America Day" to honor the wounded soldiers of this state and the efforts of the Silver Star Families of America to honor the wounded members of the United States armed forces; Bills passed by the Missouri Legislature that benefit Missouri National Guard members and their families.Bills passed by the Missouri Legislature that benefit Missouri National Guard members and their families.

    17. 2009 Missouri Legislature (Cont) 2. Allows the Adjutant General to assign the number of assistant adjutants general that are authorized by the rules and regulations of the National Guard Bureau of the United States. The assistants are required, if they qualify, to hold military rank as may be authorized and approved for the positions by the bureau. Currently, the Adjutant General may only assign two assistants;

Authorizes the Department of Revenue to provide one set of "PURPLE HEART" specialized license plates free of charge other than the regular registration fees to any person who has been awarded the medal. Any additional set of special license plates may be obtained at the current fee for specialized plates;

    19. 2009 Missouri Legislature (Cont) 4. Allows for a special license plate designated "Armed Forces Expeditionary Medal" for any person who has been awarded this military service award. To obtain this plate, a person must make application, furnish proof as a recipient of the Armed Forces Expeditionary Medal, and pay a $15 fee to the Department of Revenue in addition to the registration fee and any other documents required by law;

Requires all court orders regarding child custody or visitation issued or modified while either party is in active military service and deployed out-of-state to be temporary in nature unless the party in active service knowingly and voluntarily signs a waiver to the right to have the hearing upon his or her return. Upon return from deployment, the party will be given an opportunity to be heard on the child custody and visitation order before a permanent order is entered.

SB 806-This act provides that the U.S. and Missouri state flags shall be flown at half-staff for one full day whenever a Missouri resident is killed in the line of duty during military service.     22. 2008 Missouri Legislature (Cont) SB 830- This act shall be known as the "Missouri Returning Heroes' Education Act," and provides that all public institutions of higher education that receive any state funds appropriated by the general assembly shall limit the tuition charged to combat veterans to fifty dollars per credit hour, for any program leading to a certificate, or an associate or baccalaureate degree.     23. 2008 Missouri Legislature (Cont) SB 830 (Cont)-A “combat veteran” is any person who served in armed combat after September 11, 2001, who was a Missouri resident when first entering the military, and who was discharged from military service under honorable conditions.     27. Guard Caucus House Guard and Reserve Caucus (168 members) Senate Guard Caucus (90 members) Members of Congress belong to different caucuses (committees). Caucuses exist to unite Members who have common interests. On the House side, there is a House Guard and Reserve Caucus. 168 Congressmen and women belong to this caucus. The co-chairs are Representative Steve Buyer (an Army Reserve Colonel) and Representative Gene Taylor. On the Senate side, the co-chairs are Senators Kit Bond and Pat Leahy. 90 of 100 Senators belong to the Caucus. On the Senate side, the caucus is just for the Guard. On the House side, the caucus is both Guard and Reserve. Members of Congress belong to different caucuses (committees). Caucuses exist to unite Members who have common interests.     29. Membership Goals… Every current member, recruit one new member or former member in 2010 Increase MONGA, NGAUS and EANGUS memberships by 15% or more during 2010 Stretch Goal… Be the state with the greatest increase in national memberships by June 30, 2010
