  3. BHP and MCS bridge waiver • Federal participation to sustain BHP and MCS • 1115 demonstration waiver • Transitional bridge until full national health reform (NHR) in 2014 • Assumed January 1, 2011 start in 2010 supplemental budget • Mid summer “go/no go” assessment
