  2. Basic Features • State Plan scheme with 100% grant • Based on District Agriculture Plans • Incentivizes States to invest more in the agriculture sector • More flexibility in planning and execution • Target: achieving 4% growth in agri. & allied sectors 23rd April, 2008

  3. Outlays under RKVY • Rs. 25,000 crore over 11th Five Year Plan • Rs. 1,247.59 crore released during 2007-08 • Rs. 3,165.67 crore for 2008-09 23rd April, 2008

  4. Status of Implementation during 2007-08 • Very good response from the States • SLSC Meetings held in 22 States (except Nagaland and Arunachal Pradesh) • Four States - Assam, Jammu & Kashmir, Manipur and Mizoram were ineligible. • Projects worth about Rs. 1,140 crore approved under Stream I. • Rs. 1,247.59 crore released including Rs. 48 crore for preparation of DAPs @ Rs.10 lakh per district. 23rd April, 2008

  6. Comprehensive District Agriculture Plan (C-DAP) • Bottom to Top Approach. • Establishment of Agriculture Planning Unit at Village, Block and District level. • Integration of Village Agriculture Plan into Block into District into State Agriculture Plan. • Active involvement of PRIs at all levels in preparation and approval of the C-DAP. • Inter-linkage of C-DAP with SREP/ATMA, PLP and TSI. 23rd April, 2008

Eligibility Criteria Broadened • Can include expenditure on shallow & deep tube well, drip/ sprinkler irrigation, dug wells, other small irrigation activities budgeted under Agriculture Department of the State; • Can exclude Externally Aided Projects (EAPs) beginning from 2003-04, i.e., the first year from which the baseline is reckoned; • Can include authenticated expenditure by the Panchayati Raj Institutions/Administrative Units on agri. & allied activities; and • Can exclude Non-Plan expenditure worked out retrospectively beginning 2003-04 onwards. 23rd April, 2008

  8. Areas of concern • DAPs/SAP not finalized. • Strategy for agricultural growth not articulated. • Department-centric approach and not farmer-centric. • Gap filling arrangement – no long term perspective. • More emphasis on research and strengthening extension network needed. 23rd April, 2008

Area of Concern • Allied sectors, i.e., animal husbandry, fisheries, etc. need more attention. • Lack of coordination among agri. & allied Departments. • SLSC Meetings held without 15 days’ notice. • Details of proposals under Stream II not furnished. • Monthly Progress Reports not received. 23rd April, 2008

Expectations from States • Using RKVY as an instrument for enhancing public investment in agriculture and food security. • Maintaining or exceeding baseline expenditure under agri. & allied sectors in State Plan. • Preparing DAP/SAP in a time bound manner as per C-DAP manual. • Articulating long term agriculture growth strategy. • Strengthening the institution of Agri. Prodn. Commr. for better coordination. • Need for innovative projects/ideas. 23rd April, 2008

  11. Expectations… • Holding SLSC meetings – at least quarterly. • Sending agenda note/gist of proposal well in advance (15 days) highlighting present status, activities, timelines, targets and expected outcomes/benefits. • Regular monthly reports on implementation. 23rd April, 2008
