  2. Problem • Military controllers are separating early so they can be hired by the FAA prior to 31 years of age • Causes turnover of experienced controllers among all services • Results in negative return on training investment

Problem (cont’d) • Public Law 92-297, Air Traffic Controller Career Programs, directs SECDOT to establish maximum hiring age for controllers and sets 55 as mandatory retirement age • DOT Departmental Personnel Manual sets 31 as maximum hiring age • Law based on older individuals not being successful at learning air traffic control • All services have the same problem

PC20 Concept • All controllers are national resources • A military controller who: • Worked in the National Airspace System (NAS) and has controlled civilian aircraft • Served 20 or more years of service • Reached the journeyman training level • Earned the rank appropriate with years of service would be eligible to bid directly into pre-designated FAA facilities at an appropriate grade level (i.e. GS-11)

  5. PC20 Benefits • Benefits to the military • Reduces volume of personnel losses • Provides a “no cost” career benefit • Results in positive return on investment for training • Retains experience level in workforce

PC20 Benefits (cont’d) • Benefits to military controllers • Extends opportunity to pursue chosen career field without aborting military service • Creates optimal hiring opportunity as a career benefit • Guarantees unfettered entry into FAA hiring pool • Contemporaries leaving early must undergo testing, training, and screening • National Benefit • Retains expertise in workforce • Fills gaps in low density locations • Relieves FAA of significant training/testing/screening burden

Status • AFFSA and XOO-CA, through the DoD Policy Board on Federal Aviation (PBFA), have coordinated this concept with all Services • Full agreement from Army, Marine Corps, and Navy • Agreement on concept reached with FAA: • Ron Morgan, Director of Air Traffic Services • Mike McNally, President National Air Traffic Controllers Association (NATCA) • FAA will provide an employee to work issues with the DoD

  8. Status (cont’d) • NATCA and FAA agreed to meet once per year to determine FAA facilities open for bidding • Primarily at VFR towers and low density radar facilities • DoD would assist as “honest broker” • Issues will surface in the details of this project that will have to be worked

  9. Recommendations • Brief AF/CV with reps from each service • Propose a 6-month process to implement PC20 and/or identify and address any legal or program administration challenges that need to be overcome • Propose this be worked as a Joint Services program through the PBFA, with AFFSA as lead
