What is developmental evaluation? • Relatively recent methodology • designed specifically for • conditions of complexity • Primary purpose – DE supports • innovation development to guide • adaptation to emergent and • dynamic realities in complex • environments • Complex environments for social • interventions and innovations are • those in which what to do to • solve problems is uncertain and • key stakeholders are not in • agreement about how to proceed

Characteristics of DE Developmental evaluation differs from traditional forms of evaluation in several key ways: • The primary focus is on adaptive learning rather than accountability to an external authority. (1) • The purpose is to provide real-time feedback and generate learnings to inform development. • The evaluator is embedded in the initiative as a member of the team. • The DE role extends well beyond data collection and analysis; the evaluator actively intervenes to shape the course of development, helping to inform decision-making and facilitate learning. • The evaluation is designed to capture system dynamics and surface innovative strategies and ideas. • The approach is flexible, with new measures and monitoring mechanisms evolving as understanding of the situation deepens and the initiative’s goals emerge (adapted from Westley, Zimmerman & Patton, 2006). • Accountability is still a key part of developmental evaluation; however, accountability priorities shift from supporting oversight to supporting learning and impact. DE core competency professional development opportunity • Social Innovation Generation organizing a 1 year coaching and community of practice experience • U of Waterloo on behalf of 3 foundations • Opportunity came to us via John Cawley (McConnell) Aug 31 meeting • Financial contributions from Motivate Canada and Sport Canada • Our team approach was accepted - team led by Kathy Hare, Joanne Kay, Jan Elliott and Cheryl Gorman • Focus – WTI Seine River project

DE professional development continued • Experiential learning opportunity for all of us • 1st learning call Nov 3 • Meeting with Sarah Earl – one of the Canadian DE resource team – late November • Monthly project case studies (WTI Jan 2011) • Access to online learning community • Coaching calls with Michael Quinn Patton – world expert – timing and frequency TBD • This core competency professional development opportunity accelerated our thinking of DE as a prototype

Developmental evaluation prototype Description: • Over the next year we want to increase our capacity to innovate by: • providing all WTI members with basic knowledge of developmental evaluation principles and tools so that they can embed this approach into their WTI work. • creating a DE project team that will focus on developing DE skills and become a resource to WTI as a whole. This team will develop specific tools to assist WTI in its innovation process.

DE prototype – nature of innovation, learning • Foundation for social, community and public sector innovation – increases our capacity to innovate, core competency for innovating effectively • By applying a DE approach to all other prototypes, this prototype will directly impact our ability to: • Contribute to knowledge development on the intentional use of sport and PA. • Learn across existing prototypes and inform the development of new prototypes • Provide insight into scaling prototypes • Contribute to building a model or models of “many-to-many” collaboration – innovation that spans boundaries and leverages contributions

DE prototype – shared leadership and contributions • Motivate Canada, Sport Canada - $ and staff for DE team leadership • WTI project team – DE team leadership • What would enrich the DE prototype • Commitment of WTI shared leadership table to incorporate DE principles into ongoing work • Additional participation on the DE project team (time commitment) • Financial contributions to make up the balance of the prototype costs ($5K this fiscal and $16.5K next fiscal)
