Foundation for Success -Building Relationships • 2002 – MoU on Cooperation and Communication • 2002 – Protocol on Cooperation and Communication • 2003 – LTN, Canada and BC develop AIP (includes LGR Chapter) • 2005 – City Council endorses concept and proposed designation of LTN Treaty Settlement Lands. • 2006 – City Council directs staff to work with LTN and RDFFG in developing a Comprehensive Master Agreement
Process – CMA Supporting Common Interests • Comprehensive Master Agreement • How local government and Lheidli T’enneh will meet objectives of Final Treaty language. • Reiterates the spirit of cooperation and communication • Ensures procedural harmonization in areas of common interest
Harmonization Defined The principle of harmonization, as we intend, means that future TSL and City regulations, processes and developments will be similar, complimentary, or compatible.
CMA - Harmonization • The CMA includes components where the three parties agree to harmonize in areas of: • economic development, • natural resource management, • taxation, • legislation, • efficient and affordable service delivery, and • cooperative land use planning

HOW DID WE GET HERE? Very simple things that are difficult to achieve: • Effective Communication • A common desire to be successful • Trust • Mutual understanding • A recognition that Individual communities have to be successful if the Larger Community is to thrive. • Respect • A capacity to make very special things happen
