There is a defined point of contact and a process for regular dissemination of information (a Web site and/or newsletter); 3. There is a public mechanism (preferably a web site) for obtaining information (metadata) about the observing activities and data;

The principles of free and open data access is being followed to the maximum extent possible; 6. Plans are in-place for both medium and long-term data archiving at nationality- and/or internationally-recognized data repositories.
