  4. What is the Problem? • Flood damage to homes and businesses • Why is this happening recently? • More rain • When is the next big storm coming? Tomorrow or 2106? • 100 year protection in rural areas?

  5. PLANS • Flood Control Master Plan – 1998 • IRWMP - 2005

  6. SCWA Funding – Flood Mgt. • Ulatis and Green Valley - $1.1 million – dedicated property tax • Other Flood Control - $696,000 • Overall SCWA Budget $19 million

  7. SCWA Funding Authority • Pre – Prop 13: Ad Valorum tax – no vote • Pre – Prop 208: Benefit Assessments – 25% protest; majority vote

  8. Post Prop 13/208 • 2/3 vote for special taxes • Assessment district - mail ballot, benefit weighted majority vote

  9. Difficulties • Assessment District Boundaries • Cannot realistically assess upstream contributors • ACA 13

  10. Current Funding Policy • Easements required • Landowner (or others) share in capital costs • Landowner (or others) pay 100% of ongoing maintenance costs – assessment district • Not applicable for Small Project Program

  11. Flood Warning • Coordinate with County OES • Install new rain and stream gages • New telemetry • Information to public agencies and the public • Assist at EOC during big storms

  12. Ulatis Model & Vacaville Analysis • Calibrate Ulatis Model to 2002 and 2005 storms • Use model for Ulatis and Alamo Creek improvements

  13. Recommendations • Continue to Implement Flood Control Master Plan w/ Landowner cost sharing • Implement Flood Warning Program • Calibrate Ulatis Model and perform Vacaville studies • Support ACA 13?

  14. New Costs • Current FY - $253,400 • Next FY - $285,000 • Ongoing Salary and maintenance costs
