  • Evaluate range of EL forecasts

  • Advise on the provision of Employment Land

  • Assess existing sites

  • Identify gaps

  • Determine density/plot ratios for B, non B and mixed use employment

Issues – Why did we need WNELS?

  • SNEAP and SELA not reflective of emerging JCS

  • SELA included sites not in planning system

  • Significant public objection to EJCS

  • Emerging JCS lowering housing and jobs targets

  • Population forecasting showed lower job requirement

  • SELA ignored cross boundary issues

  • Lessons learnt

  • County wide ELS useful providing it respects emerging JCS evidence

  • The purpose of the ELS needs to be defined clearly

    • Is it evidence based?

    • Is it a promotional inward investment tool?

  • Ownership can be an issue

  • Timing is critical
