About T-Mobile USA • 4th largest U.S. operator with 33 milion subs (24 million contract, 9 million no-contract) • Operates UMTS/HSPA+ on AWS band (1.7/2.1 GHz) covering 3/4ths of US population • Operates GSM on PCS band (1.9 GHz) • Presently in process of refarming portion of PCS for UMTS/HSPA • This will LTE launch in 2013 in AWS • HSPA+ services maintained in AWS and PCS • Part of Deutsche Telekom Group, with 130 million customers worldwide

Implications (1) -> The Search for Additional/Harmonized Spectrum • Example – the AWS opportunity & challenge • 3GPP LTE Band Class 10 => 1710-1770 MHz, paired with 2110-2170 MHz • Harmonized throughout the Americas, however, • Encumbered above 1755 MHz in the US by government users • Goal: extend AWS-1 by 25 MHz at upper band edges J-Block(2175-2180) AWS-1 (2110-2155) AWS-3 (2155-2175) AWS-1 (1710-1755) Federal Spectrum (1755-1850) “[U]pcoming AWS auctions are designated in Latin American countries such as Colombia, Uruguay, Mexico, Argentina, and Peru, complementing current AWS support in the United States, Canada and Chile. Consequently, AWS has become ‘an essential LTE band for LTE roaming support in North America and Latin America, advancing AWS as a solid candidate for one of the essential seven or eight LTE bands deemed critical for global roaming LTE devices and services,’ reports Current Analysis.” (Source: Fierce Broadband Wireless, 12 August 2012)

Implications (3) -> Collaboration Among Stakeholders is Vital • Example: End-to-end view of mobile service includes these components – • Devices/Apps • Spectrum • Cell Sites • Backhaul • Interconnection • Numbering/Addressing Resources (not pictured below) • Policymakers play key role in all these areas, in particular cell siting – a critical strategy for increasing LTE capacity going forward (see next slide). • Collaboration amongstakeholders (policymakers, operators, vendors, analysts, interest groups, academia, content providers, and others) increasingly important in considering these multifaceted subjects.
