Market environment • Livestock Transport: regulation calling for “guaranteed satellite-based signal” • “Regulation 2005/1/EC on “animal protection during transport and related operations” • livestock transported for more than 8 hours • all trucks to be equipped with a GNSS unit starting Jan 1st 2009 • regulates the on-board system that controls microclimate and the distance travelled without breaks • the regulation explicitly mentions a “guaranteed satellite-based signal”, yet trucks are currently equipped with GPS technology (best effort) • June 2008: JRC issued final technical specifications report – present version makes reference to GNSS (GPS/GLONASS/GALILEO, EGNOS is not mentioned) • December 2008: ITS action plan addresses eFreight and the provision of “en route” information on the location and condition of transported goods (especially dangerous goods and live animals) with EGNOS/Galileo and RFID technology • EC impact assessment study on travelling times and space allowances (unchanged since 1995) - ongoing

  5. Main results • The I-10 OBU used by GMV for the MENTORE demo is compliant with the Council Regulation (EC) 1/2005. The System • provides transporters with a tool to facilitate compliance with animal welfare requirements in transportation • contributes to decreasing the administrative burden for transporters and competent authorities • will enable the competent authorities to perform more targeted, effective and efficient controls on such transports and will ensure the uniform enforcement of the regulation in the EC • No significant difference found with respect to GPS accuracy / availability since long distance journeys are mainly suburban • If GNSS information will be used to fine in case of infringement of law, EGNOS provides the integrity information necessary and a service guarantee
