  2. There are seven primary changes • 1. FIVB Rule 12.5 - Screening, • 2. FIVB Rule 21 - Misconduct and its Sanctions, • 3. USAV Rule 4.1 - Team Composition (clarification only), • 4. USAV Rule 5.1 - Assistant Coach (clarification only), • 5. USAV Rules 7.3.5.3, 7.5.4, 7.7.2, and 15.9.2.3b - Illegal Player on Court (or out of position on court), • 6. USAV Rule 11.2.2 - Centerline Penetration, and • 7. USAV Rule 19 - The Libero.

  4. Screening • The new rule simply changes the OR to AND so now a screen is only committed if the serving team prevents their opponents from seeing the server AND the flight of the ball. I know that all of you are quite relieved to hear this great news.

  5. New Sanction Scale • There are two main parts of this change. The first part defines the progression of how referees are to deal with misconduct. • The initial stages of misconduct through the use of verbal warnings to hopefully prevent the team from progressing to more severe behavior. • You can repeat a verbal warning to the same team or team member if the situation warrants Key: match

Yellow Cards not Pts – Red Cards=pts • However, if the misconduct does not improve or if it escalates, the second stage is now tthe use of a Yellow Card. – no points given for yellow cards. • Yellow cards are given to a specific team member for their minor misconduct, but here is the BIG difference. • Even though the warning is assessed to a specific team member, each yellow card is assessed for the ENTIRE TEAM. This means that each team can only receive ONE yellow card in any given match. • Any subsequent misconduct that would warrant at least a yellow card must escalate to a Red Card and a penalty. However, verbal warnings are still a possibility, even after a Yellow Card, if the misconduct is very minor in nature. • Also, just as in years past, there is no requirement to start with any given sanction

  7. Assistant Coach • This new rule attempts to accurately reflect the way the rule was intended and was being interpreted by the USAV Indoor Rules Interpreter. • The Assistant “may stand” “but has no right to intervene in the match.” The intent of the rule is to allow both the Head Coach and ONE Assistant Coach to be standing at all times before and during the match. • The assistant coach is still NOT allowed to intervene in the match. • For example the assistant coach may NOT request a time-out, and they still may NOT disturb or delay the match.

  8. Team Composition • The USAV rules commission has decided to retain the “unless modified by the Specific Competition Regulations” portion of the original rule regarding Team Composition. This will allow specific competitions to determine if modifying the roster size limitation makes sense for the competition. An example would be for PVL competition where roster sizes might be limited to 15 players rather than 12.

  9. New Rule on Wrong Player • The first of these scenarios is Rule 7.3.5.3. In this scenario, the illegal player in question refers to a player on the court who is not recorded on the line-up sheet. When it is determined that there is an illegal player on the court, the referee must go to the scoresheet and Libero Control Sheet and determine the first moment the illegal player entered the set. The team will lose ALL points back to that moment in the match. Key: zero

  10. New Rule on Wrong Player- slide 2 • For example, Team A has player number 9 listed on the line-up sheet, but player number 8 is in the game and has been from the start of the set. After several rallies with no substitutions and the score 5-5, number 8 goes back to serve. The scorer immediately notifies the second referee that there is no number 8 on the line-up. Since no substitutions have occurred, the referees know that number 8 was on the court from the beginning of the set. Team A loses all their points since they have played the entire set so far with an illegal player. Team A would be instructed to put the correct player on the court or request a substitution to allow the illegal player to continue in the set. Team B would receive a point and the ball for service. The set would continue with a score of Team B 6, Team A 0.

If Points are removed • Erase the Slashed or Triangled points by • Using Correction Tape • Erasing • Or “x” ing over • Rewrite the points and slash when rescored. • Nothing will be done with the exit scores so One exit score for a team may be 16 and the next after points are removed may be 1.

Centerline • USAV adopts the centerline penetration language currently in use for women's NCAA play. • The new USAV Rule Modification allows for this type of complete penetration with the foot or feet (or any other body part) provided that some part of the body remains either in contact with or directly above the center line, • and there is no interference with opponents. • The penetration must also not present a safety hazard to the opponents. • This does not mean that referees should ignore all centerline penetration. Please note that interference with the opponent's play and safety are still paramount in their judgment of whether a centerline penetration fault has occurred.

  13. New Libero Rules • If you start the match with 2 Liberos you must keep the same 2 Liberos for the match unless there is an injury • If you start the first set of the match with Zero or 1 Libero you can have up to 1 Libero for the rest of the match. • And this Libero can be a different person for each set. Key: 2 or 1

  14. Iowa Region Procedures • Because of the Wrong Player and loss of points the Board has decided that each team 16u or younger needs to have a certified Adult at the scoring table to either- track the Libero, Score or to flip the score and assist with calling out Libero changes and substitutions. (aka deflect flack from spectators) • For 17 & 18 U teams and Adult should be at Second referee for pool play and Up for bracket play.

  15. Iowa Region Procedures • R2 - Also at the beginning of each set the Second referee will call out loud the positions of all players on the court when checking line-ups and will call out the Libero if they enter at this time.

  16. New Results Section • The Results Section is now on the upper right side • The Team & Match winner needs to be listed • The signature of the Coaches, First official and Scorer are below that section. • Signing the sheet means the score is correct.

  17. Jersey Rules • JERSEY NUMBER, NAME & SPONSOR REQUIREMENTS • Jersey Numbers for USAV competition must be from 1-99.Note0 and 00 are illegal numbers. • The numbers need to be centered both horizontally and vertically on both the frontand the back of the jersey. (new 2013-14) • Numbers are recommended to be 6" on front and 8" on back; but may be a minimum of 4” on the front and 6” on the back. • Each jersey must use the same color and number height for all players, except the Libero’s jersey (which may be a different color and height as long as it still meets minimum requirements).The stripe forming the number must be 3/4".

Jersey Rules slide 2 • Jerseys may have sponsor namesbut the numbers must be visible and no alcohol or tobacco related advertising, or inappropriate sponsors or language is allowed. • Player’s names may be printed on the back of the jerseys. • FRONT NUMBER 6”BACK NUMBER 8” • NUMBERS 1-99 (0 & 00 ARE ILLEGAL) • NUMBERS CENTERED VERTICALLY AND HORIZONTALLY 21 JONES 21

  19. Libero Jersey • LIBERO UNIFORM RULE • This is intended to clear up what may be a misinterpretation of the Libero uniform rule. • Current 13/14 rule USAV 19.2(a) states: “The Libero player’s jersey must contrast in color with that of the predominant colors of the other members of the team. This includes different color and a light and dark contrast. • Bad Color combinations such as purple/black, dark green/black, navy/maroon, and white/light yellow are not distinctive enough to comply with the rules and should not be used.

  20. Libero Jersey – (2) Next Season • Beginning in the 2014-15 USAV season (recommended now), The Libero shall wear a jersey that is immediately recognized from all angles as being in clear contrast to and distinct from the other members of the team. • It will be required that either the Libero or their teammates wear a solid color jersey. The solid color jersey must clearly contrast from the predominant color(s) of the teammates' jersey. Predominant colors are those that appear on approximately half of the body of the uniform jersey.

  21. Jersey definition Solid Color • To be considered solid colored: a.Sleeves must be the same color as the body of the jersey. b.Piping/trim not exceeding 1 inch in total at its widest point may be placed along the seams and may be a different color than the uniform jersey. c.Lettering and collars can be a different color than the body of the jersey. d. Numbers must be a contrasting color and meet all other specifications in Rule 4.3.3.1 and associated USAV regulations.

  22. Clinics • All adults on a Junior team must take the Referee or Officials clinics • To get credit you must sign up on USAV WebPoint under your membership. • Go to Event Registration Region Ref/Score Clinic

  23. Other Clinics • Adults on Junior Teams must also attend Iowa Region Officials clinics. There are 3 options • Live Officials Clinic • Canned Officials Clinic • Or at a tournament as last option and not available at all tournaments. • The Clinic will deal with Iowa Rules, how to control coaches, spectators, the new sanction system and how to use it.
