  12. What do I want to Communicate? • Lay a strong communications foundation • Assess past communications: • Lessons learned • What resources do I have or need • Who will do the work • What is your brand • What are you advocating for

  14. Who is my target audience? • Who is the Elivs? • Who can you directly influence that can influence the decision maker

  15. How do I frame the issue? • Describe the issue in a way that links with the values and needs of your target audience
