A Core, Avant-garde or Centre of Gravity and other ideas to enhance European Union Integration Central aspects of Fischer’s analysis of the centre of gravity: • The centre of gravity should be non-exclusive but open • There should be mechanisms for a co-operation with “non-centre countries” and means to integrate those willing to participate • Those who are willing to go further should be able to do so • Those who do not want to go further must not prevent others from doing so

A Core, Avant-garde or Centre of Gravity and other ideas to enhance European Union Integration Steps towards the finality of European Integration: • Expansion of reinforced co-operation between those states which want to co-operate more closely than others – for instance EMU and Schengen • Secondly and as an interim step could emerge the formation of a centre of gravity with own institutions • The integration sees its completion in a European Federation
