  2. Overview • HEI and Regents Reports – Detailed information on Ohio postsecondary outcomes, mostly public • NCHEMS Higher Education Information – High level education, demographic, and economic data at national, state, and county level • IPEDS – Detailed, wide-ranging federal Department of Education surveys of all postsecondary institutions in U.S. • Analysis of some critical indicators – Graduation rates and tuition

  3. Higher Education Information (HEI) System • Standardized unit-record data files from all 37 public institutions • Student demographics and enrollment, course, degrees, faculty and personnel, tuition and financial aid, course-level expenditures, facilities data • “Unit-record” means “highest level of detail.” Individual students, individual courses, individual instructors – all connected by ID numbers • Started in 1998. One of the largest and most comprehensive higher education databases in U.S.

  4. Connecting the Dots -- Relationships among HEI Student, Course, and Instructor Data Files

  5. What do we do with it? • Statistical Profiles (Basic Tabulations of Everything) • High School to College Transition Reports • Strategic Plan Indicators • Institutional Portraits • Special Studies • www.regents.ohio.gov – Go to “Data and Reports”

  6. Statistical Profiles • Enrollment trends • Characteristics of students • Preparation levels (remediation rates) • Retention and graduation rates • Transfer outcomes • Degrees awarded • Employment outcomes of graduates • Tuition rates • Financial aid awards • Expenditures and state support per student • Facilities utilization • Characteristics of instructors • Faculty and staff counts • Research expenditures by universities

  7. Sample Statistical Profile – Handout #1 • 10 Year Trend in Degrees and Certificates Awarded

  8. High School to College Transition Reports • Annual report on how the most recent graduating class from Ohio’s high schools made the transition from high school to college. The report includes measures of preparation and college success, and basic analysis of how preparation improves college outcomes, generally released in the fall of each year. • Making the Transition From High School to College in Ohio, Fall 2003 to Fall 2007 Results • Making the Transition From High School to College in Ohio, Fall 2002 to Fall 2006 Results • Making the Transition From High School to College in Ohio, Fall 2001 to Fall 2005 High School Graduates • Making the Transition From High School to College in Ohio, released 2005 • Making the Transition From High School to College in Ohio, released 2004 • Making the Transition From High School to College in Ohio, released 2003 • Ohio's High School Students go to College 2002: Profile of Student Outcomes and Experiences, released 2002

  10. Community College Portraits • Two-page portraits containing enrollment, student characteristics, success rate, tuition and financial aid, degrees awarded, class size, instructor characteristics, and employment data. • Designed to be Ohio’s community college counterpart to the national “Voluntary System of Accountability” reporting that the universities do.

  11. Sample Community College Portrait – Handout #3 • Aggregate profile for all Ohio community colleges • Institutional versions allow side-by-side comparisons of schools, just like Kelly Bluebook.

  12. Special Topics Reports • College Enrollment Patterns of Ohio First Time Freshman - Fall 1996 to Fall 2006, December 2007 • Results Through Productivity for Ohio Public Higher Education 2007 [Report | Appendix] • Adult Educational Attainment by Age Group - 1990, 2000, and 2005 Census Results, April 2007 • Adult Educational Attainment by Age Group - 1990, 2000, and 2005 through 2008 Census Results, October 2009 • Transfer Activity in Ohio Public Higher Education - Students Enrolled in FY 2001 Tracked Over Three Years, June 2006 • State Higher Education Finance in Ohio and the United States, FY 1991 to FY2006: Results from 2006 SHEEO Finance Survey, April 2007 • Degree Production by Level, Sector, and Major - Ohio Compared to the U.S., 1980 to 2005, August 2006 • Cost and Consequences of Remedial Course Enrollment in Ohio Public Higher Education: Six-Year Outcomes for Fall 1998 Cohort, August 2006 • Employment Outcomes for Graduates of Ohio Higher Education Institutions: Spring Graduating Classes of 1999 through 2003 • Six-Year Enrollment Patterns and Outcomes: Fall 1998 Cohort of First-Time Freshmen, January 2005 • Bachelor's Degrees Awarded by Degree-Granting Institutions 1971 - 2001, November 2003 • Adult Educational Attainment by Age Group 1990 and 2000 Census Results, August 2003 • Ohio Rankings in Education, Income, K-12 Indicators, Higher Education Indicators, Tax Revenue and Higher Education Support, August 2003 • The Capacity of Ohio's State Funded Colleges and Universities - September 9, 2004

  13. Sample Special Report – Handout #4 • Pathways to College Charts from “College Enrollment Patterns of Ohio First-Time Freshmen”

  14. Old Stuff • Performance Reports • Statewide summary report is still a good overview of available higher education indicators • Institutional detail reports contain older “Statistical Profile” data • Historical Reports: Student Inventory Data and Basic Data Series Reports • If you need to go “way back.” Format is not especially friendly

  15. Data Outside of Ohio • NCHEMS Higher Education Information • IPEDS (Integrated Postsecondary Education Data System)

  16. NCHEMS Higher Education Information • www.nchems.org • “Provides state policymakers and analysts timely and accurate data and information that are useful in making sound higher education policy decisions. The Information Center is a comprehensive "one-stop-shop" for state-level higher education data and information, and a leader in coordinating the collection of missing data and information that are crucial for higher education policy analysis.“ • Point and click, easy to use interface. Data are available in tables, graphs, and maps. Cool.

  17. Sample NCHEMS Graph – Handout #5 • 9th Graders Chance for College by Age 19

  18. IPEDS - Integrated Postsecondary Education Data System • www.nces.ed.gov/ipeds/ • System of interrelated surveys conducted annually by the U.S. Department of Education’s National Center for Education Statistics (NCES). • Universe -- every college, university, and technical and vocational institution that participates in the federal student financial aid programs. • Survey areas - enrollments, program completions, graduation rates, faculty and staff, finances, institutional prices, and student financial aid.

  19. Dr. Glenn’s Opinions on IPEDS • Only national source of comparative institutional data • Comprehensive • Detailed • Complicated • Not “cool,” but useful if you apply some effort

  20. Student Success Rates – Challenges in Measurement and Interpretation • IPEDS Graduation Rate Survey – Most common source for graduation rate data • IPEDS definition of graduation rate for four-year institutions • Denominator = First-time, Full-time, Degree-seeking freshmen who begin in fall term • Numerator = Students who earn bachelor’s degree from “initial” institution • Timeframe = Six years

  21. Issues with IPEDS Graduation Rate • Many students are not in the tracking cohort; their success is not measured • Part-time, spring term starts, transfers-in are out of the picture • Outcomes tracking is incomplete – if you leave one school and graduate from another, you are not counted as a graduate • What is special about six years?

  22. An Expanded View of Graduation Rates • Ohio public universities “IPEDS” rate = 56% • Transfers out who graduate from another Ohio public university = 3% • Associate degree earners = 2% • Still enrolled at Ohio public institution in 6th year = 12% • Total measured graduation or persistence = 73% • Unmeasured success = any graduation or persistence at private or out-of-state colleges • True success rate might be well over 75%

  23. What Does it Cost to Attend College? • Various answers • Tuition • It depends • Don’t know • Too much • How much you got? • New data is giving us better answers • Student-level data on tuition, all instructional fees, and financial aid • Full price has multiple components, not just tuition • Subtract grant aid to get Net Price • We have a pattern of Net Prices, not a single tuition rate
