PRESENTATION GOALS Roofing Overview: • Most Pembroke school roofs were not replaced during the renovations • Significant roofing concerns over the past 4 years identified • 4 Pembroke roofs initially approved for full roof replacement (partial reimbursement) under Massachusetts School Building Authority (MSBA) Accelerated Repair Program • Pembroke highest funded of 2013 projects by MSBA of all applicants • Future focus for MSBA: technology Roofing Overview Steps and Studies to Date Accelerated Repair Overview Timelines Preliminary Budget Discussion Pembroke Public Schools

Elementary Roofs: Overview • Hobomock (81,350 square feet) • Original building constructed in 1960 • Renovation & Addition in 1999 • 16,324 square feet re-roofed during renovation (14 years old) • Remaining 65,026 square feet well over 20 years old • North Pembroke (121,464 square feet) • Original Building constructed in 1970 • Building reroofed in 1995 • Renovation & Addition in 2001 • 62,273 square feet were reroofed during renovation (12 years old) • 59,191 square feet were not redone as part of renovation (18 years old) • Bryantville (103,359 square feet) • Original Building constructed in 1962 • Renovation & Addition in 2001 • Entire roof was replaced in 2001 (12 years old) Pembroke Public Schools

Secondary Roofs: Overview • PCMS (69,540 square feet) • Original Building constructed in 1950 • Renovation & Addition (1970 addition & 2005 renovation) • Roof was only patched during renovation • Roof age varies from 10 to 25 years depending on the section of the building • PHS (115,466 square feet) • Original Building constructed in 1976 • Renovation & Addition 1995 and 2006 • Roof was installed in 1995 (18 years old) • Roof was only patched during major renovation in 2006 Pembroke Public Schools

Current Roofing Issues: Elementary • Hobomock • Severe freeze/thaw damage • Moss/algae growth • Ponding of water • Missing Ballast • Loose/ not enough metal edge trim • North Pembroke • Ponding of water – well after rain events • Rubber roof membrane is lifting due to wind • Exposed roof membrane • Bryantville • Ponding of water • Bubbling of membrane along metal edge • Swelling of membrane • Separation between masonry joints and base flashing Pembroke Public Schools

MSBA Accelerated Repair Program • Preservation of existing assets by performing energy-efficient and cost-saving upgrades, which will result in direct operational savings for school districts • What the program provides: • Grant money in the form of a district specific reimbursement rate for approved projects – Pembroke’s rate for calendar year 2014 is 52.06% • Streamlined application and bidding process - MSBA assigns each district an OPM and architect to begin preliminary work on the scope and budget • In 2013 28 school districts representing 49 projects have been invited into the program Pembroke Public Schools

Budget Numbers* • Feasibility Study: Final Cost Estimate = $11,560,000 • MSBA reimbursement of 52.06% = $6,018,136 • Local funds needed estimated = $5,541,864 • Request for Debt Exclusion for local share • Estimated Tax impact on the average household (assuming average value = $350,000) would be $75 in year 1 and $42 in year 20 *Subject to change – final project cost will not be available until after the project is bid, but will never be more than this estimate Pembroke Public Schools
