Average project size and duration • According to CIP average project sizes between 500.000,-€ and 5.000.000,- € are envisaged. • Average project size of projects (1st and 2nd call): Average total project budget: ~ 2,3 Mio € Average ERDF budget: ~ 1,1 Mio € Average co-financing rate: ~ 57% • average project duration 2 – 3 years JTS CADSES An der Kreuzkirche 6 01067 Dresden, Germany

  4. Budget available (as of 10/11/04) Please note: The effects of n+2 decommitment and the „Extension Call“ have not been taken into account here.

Participation of (current) Non-EU-member states • In general no ERDF co-financing for project partners from Non-EU-member states! • One exception: Travel and subsistence expenses of partners or participants from third countries outside the EU can be eligible costs for an operation when the meeting or seminar takes place in the EU and is part of an approved operation. • Project partners from Non-EU-member states might have a look for co-financing possibilities from other funding instruments (national, PHARE, TACIS, CARDS etc.). • Partners from outside the CADSES programme area can not be partners and should not be listed under §2 of the AF.   6. Application and assessment procedure I SC will decide on opening and closing dates for handing in project applications. Project applications have to be received at the JTS in Dresden within a given deadline. JTS will assess project applications and include contributions of national CCPs.   9. Application and assessment procedure IV III. JTS will assess project applications together with CADSES Contact Points. • Basic steps: • Completeness check. • Check according to Minimum Requirements (see PC). • Assessment according to Priority criterias (see PC). • Expert contributions of National CADSES Contact Points (see PC) will be included. • JTS will compile a recommendation for approval or rejection for the Steering Committee. Application and assessment procedure V Independency of Assessment bodies • Assessment will be carried out by independent assessment bodies, here especially the JTS and the CCP. • Assessors are in any case not involved in projects. • Rules of privacy and confidentiality will be respected. • Contacting the JTS as assessment body during the assessment period will therefore lead to an exclusion from further procedures!

Applications will be forwarded to SC members for discussion in national committees. • Members of National Committees INTERREG III B CADSES will discuss assessment results of JTS and CCP and will formulate a position. • Representatives of CADSES member states will communicate national positions in the transnational CADSES Steering Committee.   12. V. Final decision on project approval by Steering Committee. Application and assessment procedure VII • Final decision will be taken by the transnational Steering Committee INTERREG III B CADSES. (not by the JTS!) • Decision envisaged for End of April 2005. Recommendations of JTS I Preparation of Application. • Basic documents should be studied carefully before starting to fill out the application form (part 1 and part 2). • All questions should be answered. • Do no exceed the given limitations. • Consider that the application should present checkable outputs, deliverables and results! Your application will be the reference document for later monitoring and progress reports! • The JTS strongly recommends to use the budget planning tool.

  14. Recommendations of JTS II Preparation of Application • The Application has to be submitted in a ring binder. Please No otherbinding techniques (!) that do not allow photocopying etc.! Please use the binding technique as shown in the picture below:

  15. Recommendations of JTS III Preparation of Application • Stated budgets should be not only guaranteed for the EU - partners, but also for Non-EU-partners! Please check careful the funding possibilities of other programmes like PHARE, TACIS, CARDS, SAPARD etc. in the relevant partners country. Contact also the TCCPs Vienna resp. Athens or visit our website under www.cadses.net. • The whole application should be as short but on the same time as detailed as possible.   16. Recommendations of JTS IV Final recommendations • All project partners (not only the LP) should contact their relevant national CADSES Contact Point to obtain further information and to get advise and consulting in preparing a project and filling out the application form. • JTS would like to stress the transnational character of the co-operation. Contacts in more than one country might improve the chances of your project to get approved, because of a transnational decision in the Steering Committee. • A comprehensive and professional application - easy to read and to understand - will naturally increase the chance of approval.
