  1. Statewide ITS Strategic Plan and Architecture Illinois Public Transportation Association Board Meeting 01-11-2005 Scott Lee IDOT ITS Technical Coordinator

  2. What is ITS? • Transportation Projects where Technology is being implemented and Integrated. • The National Architecture has a great listing of ITS functions and services http://itsarch.iteris.com/ • A lot of projects already become part of a traditional construction job. Those projects where electronic data and data integration are a focus are ITS. • Security is the latest area. GIS, Maintenance DB’s, Traveler Information and Traffic Management

  3. Project Overview • Statewide and Regional Workshops • Data Collection – Survey and Scenarios • Overview of the Architecture Process • Turbo Architecture 3.0 Training • Making ITS Part of Regional Transportation Planning • Statewide Strategic Plan

  4. Consultant Roles and Responsibilities • Facilitate the Process • Provide the Starter File and Technical Support as needed. • Build the Statewide Architecture and Strategic Plan based on ‘our’ needs and goals. • The team should be able to answer most questions at most levels. • The team and the ITS Office will focus support to the Champions

  5. Consultant Roles and Responsibilities • Regions are defined. • Regions can choose to break out an Architecture as needed. • We expect Rural Area needs to be encompassed in the Statewide Architecture.

  6. Keys to the Regional Architectures… • Identify key stakeholders and interrelationships • Describe required activities or functions • Define interconnections and interdependencies between functions • Develop a blueprint for integration of systems – Define Projects

  7. Architecture Development Process

  8. How does this apply to Projects? • Projects are typically defined by need. • FHWA via its programs has committed to the Systems Engineering Process. • Allows for methodical process to define an implementation project. • Identification of addition integration options • Consideration of options and standards

  9. Systems Engineering Process

  10. Project Outputs • Regional Architectures • Metro East Collinsville/East St. Louis • Champaign-Urbana • Peoria • Quad Cities • Rockford • Springfield • Statewide Architecture and Strategic Plan • www.ilits.org

  11. Transit Focus w/in the Architecture • Service Area’s • Archived Data Management • Public Transportation • Traveler Information • Traffic Management • Vehicle Safety • Commercial Vehicles • Emergency Management • Maintenance and Construction Management

  12. Public Transportation Market Packages • APTS1 – Transit Vehicle Tracking • APTS2 – Transit Fixed-Route Operations • APTS3 – Demand Response Transit Operations • APTS4 – Transit Passenger and Fare Management • APTS5 – Transit Security • APTS6 – Transit Maintenance • APTS7 – Multi-modal Coordination • APTS8 – Transit Traveler Information

  13. Integration Opportunities • AD1 – ITS Data Warehouse or AD2 – ITS Virtual Data Warehouse • ATIS1 – Broadcast Traveler Information • ATIS2 – Interactive Traveler Information • ATMS6 – Traffic Information Dissemination • ATMS9 – Traffic Forecast and Demand Management • EM2 – Emergency Routing • EM8 – Disaster Response and Recovery • EM10 – Disaster Traveler Information • MC10 - Maintenance and Construction Activity Coordination

  14. The Real Stuff • Vehicle Location Systems for Transit Management • Arrival Information Systems • Asset Management Systems • Transit Security – cameras, emergency call boxes • Traveler Information • Trip Planning –Multi-Modal

  15. Concept of Operations • Identify current and planned ITS services and functions • What is the Statewide Transit Vision? • Signal Priority Barriers • Staffing to Support ITS • AVL Meeting Traveler Information Requirements • Standards proving • How do I use the data? • Integration of electronic payment systems

  16. Focus • Regions have been ‘turned loose’ • MPO, IDOT ITS Coordinators and ITS Program Office are Championing the efforts. • Project Team and ITS Office Review • Technical Committee Meeting was held on January 5th in Springfield. • Next Technical Committee – March 3rd • Next Steering Committee – March 10th
