Rail legislation for which the Committee is competent • Directive 2001/12/EC (Directive 91/440 amended ) • Financial restructuring, separation, network access, rail market monitoring • Directive 2001/13/EC (Directive 95/18 amended) • Rail licensing • Directive 2001/14/EC • Network statement, rail infrastructure charging, capacity allocation, regulatory bodies, safety certification

The Committee and its objectives • To accompany the implementation and application of the infrastructure package Directives in Member States • To discuss developments and issues of the EU rail service market • To provide opinions on draft regulatory acts proposed by the Commission (I.e. changes of annexes according to “Committee procedure”) • To provide opinions on Commission Decisions on network access (according to Art. 10,4 of 2001/12/EC)

Working groups • Network Statement (closed) • Output: non-papers on implementing key provisions of Directive 2001/14/EC (available on CIRCA) • Rail Market Monitoring (RMMS) • Tracking major developments of the EU rail market • Regulatory Bodies (RB) • Capacity building through exchange of experience, co-operation of RB at EU-level • Market Access (MA) • Rail licensing, safety certification
