Contract for Supply of Agency Workers - Hays Resource Management Introduction Hays Resource Management (HRM) supply all Haringey Council’s temporary Agency Workers apart from nursing and teaching staff HRM Contract live since April 2006 The contract is a hybrid neutral vendor contract. HRM do not supply agency staff themselves - engage with suppliers in order to find agency staff for the Council. All suppliers (including Hays retail) are treated equally within the terms of the contract.

  4. Contract for Supply of Agency Workers - Hays Resource Management How does it work? The Council – managers release their temporary vacancies via the Hays Resource Centre online ordering system The vendor – known as the Hays Resource Centre, is run by HRM - a team of consultants receive the vacancies via the online system and release them to the suppliers on authorisation The Suppliers – are the agencies contracted to Hays supply the Council with agency staff

The agency worker is paid by the agency supplier The agency worker Supplier invoices the HRM adding on their pre agreed % mark up The HRM invoice Haringey Council with no added charge for their services Haringey Council (via an IT interface) recharge the Haringey Council Manager the agency worker rate plus a flat rate % uplift A pre agreed portion of the % uplift is paid to the HRM for managing the contract, the HRC and systems The balance of the uplift goes into a Haringey Council corporate savings pot How does it work…continued

Agency Worker Population in 2006 was 1526 FTE – currently 392 (74% reduction) Council Savings to date = £3.5M Agency Worker Supply Chain now 101providers (previously 296) – 71% of these are SME’s Regeneration Initiative – increased the % of locally based residents working for the council from 19% to 32% Smart invoicing process has reduced processing costs significantly since the life of the contract which started in 2006 (the HRM invoice direct to Haringey Finance colleagues who administer off the back of the invoice process a recharge to Managers) Agency Worker rates are fixed by functional type and this has projected a further £1m saving (based on an agency worker volume of approx 800 per month) BENEFITS

BASIC End to End PROCESS START Manager orders Agency Worker online ( by phone if no computer) & submits order and agency release form to Hays Resource Centre (HRC) HRC obtains authorisation from cost code owner HRC releases job to relevant agency tiers Agencies put forward candidate CVs HRC forwards shortlist of 4 CVs to Mgr Agency pays worker & sends schedule to HRC Mgr approves e-timesheet Agency Worker submits e-timesheet Agency Worker starts & completes work Mgr shortlists CVs & interviews Haringey’s Finance uplift charges before journaling to business units Difference between council charge & BU charge is deposited in savings pot END Agency submits final invoice to HRC HRC submits invoice to Council Council pays Hays who in turn pay Agency Yellow boxes = Mgr actions Green boxes = HRC actions Blue boxes = Agency Worker actions Purple boxes = Agency actions
