  1. ComplianceUpdate ROS Feb. 10, 2005 Mark R. Henry, ERCOT Compliance

  2. Topics to Cover • NERC Blackout Recommendations • August 18th DCS Event update

  3. August 18th DCS event • ERCOT Operations addressing procedures and drafting a PRR • 13 QSE’s have been asked for further information to confirm or undertake additional actions based on earlier responses • NERC has indicated that ERCOT will not be given an exemption from the DCS violation, but no additional RRS must be purchased. Needs final confirmation

  4. NERC Recommendation 8b - UVLS • ERCOT provided locations that benefit from UVLS • SPWG is/will develop relay information and requirements (OGRR’s) • CRITICAL PATH: Individual detailed study by TDSP’s is needed to: • Confirm the benefit • Prioritize the efforts • Detail the locations and equipment settings • Implemention plans and installation dates follow further TDSP study

  5. NERC Recommendation 12a – Time Synchronization of Disturbance Monitors • SPWG issued requirement (draft OGRR) for time synchronization via GPS-based signals • Most TDSP’s are not affected, time synchronization already in place • 4 companies will need to undertake efforts to add equipment. SPWG members believed most installation can be complete by EOY 2006

  6. NERC Recommendation 12b – Dynamic Disturbance Monitors • This equipment is meant to monitor for transient stability concerns. Region has no installations today. • DWG issued plan to conduct annual review (reported to ROS in September 2004) • First DWG review will occur this month • Annual review will be incorporated into DWG procedures later in 2005 • DWG identified certain technical specifications for monitoring (also reported to ROS in Sept 2004).

  7. NERC Recommendation 14 – Model Validation • SSWG commented on model validation efforts related to load flow/steady state conditions. • DWG plans annual event simulation • First event simulation in 2005 • Add simulation to annual DWG procedures in 2005 • Further work on models identified • Wind model work in 2005 • Load model work in 2007 • Combined cycle gen models – deleted from ERCOT budget • Governor and AVR testing to support model validation needs – 2006 target
