Regional eHealth Networks Västerbotten county (Sweden) eHealth Network – 55,000 sq. km, 3 hospitals, 8,000 healthcare professionals, serving 260,000 population Lombardia (Italy) eHealth Network– 24,000 sq.km, system is used by 22,000 physicians in hospitals or community centers, 7,700 physicians in their own practice, 26,800 nurses for attending, treating and administrating 9,5 mln. citizens. Diraya – Andalusia (Spain) eHealth Network – 87,000 sq.km, used by 20,000 healthcare professionals, serves 8 mln citizens.   4. Why eHealth/mHealth for Adjara? Adjara – with total area around 3000 sq. km, and population – 380,000 – represents probably the best testbed for eHealth/mHealth network development due to several key factors: distance from capital (>350 km), geographical barriers (mountains and Black Sea) and hardships (extremely snowy winters), nearby border (with Turkey), developed tourism (in summer – population influx over 1 mln.), high rate of rural population (>55%), weak Primary Health Care (PHC) facilities and human resources, limited qualified medical personnel, and need of teleconsultations & personnel tele-training. good mobile penetration (countrywide – 100% , in rural areas – app.60%) + reasonable packet-rates for m-Internet . 8th QPS Congress, Antalya, April 24-27, 2014

  22. The Pitfalls Due to High cost, hospitals management have refrained to install OFC until 2014. That has significantly limited videoconferencing option. Average bandwidth for 2013 was 0.5-2 Mb/sec. QoS research has shown that minimum bandwidth is not sufficient due to lower than suggested Wi-Fi bandwidth (1-2 Mb/s vs. 3 Mb/s) and CDMA cell jam (because of more than planned number of PCs/tablets and smartphones). Besides, both wireless modes (especially long-range Wi-Fi) is influenced by strong rainfall. Conclusions: Optical Fiber infrastructure and its substantial last mile provisioning costs for healthcare facilities, modern wireless/mobile and hybrid telecom networks provide cost-effecient solution for healtcare system harmonization and e-Health provision. From the other side, e-Health in Georgia represents yet weak, but rapidly growing and promissing niche both for telecom business and appropriate field for telecom researchers. e-Health networking would be decisive factor for Health Information System development, Integrated care provision, m-telemonitoring of chronic patients and emergency management, especially for - regional healthcare systems. 8th QPS Congress, Antalya, April 24-27, 2014
