  2. SECTION 1 OVERVIEW OF THE PROJECT, ROLES AND RESPONSIBILITIES OF THE PROJECT ADVISORY COMMITTEE

  3. Overview of the Project • Congressional Appropriation of $500,000 secured by Rep. Paul Hodes in the Consolidated Appropriations Act of 2008. • Project is listed as “I-89 Park and Ride/Bus Terminal” • Planning justification for the project must be provided before additional funds may be appropriated for design, engineering, and construction. • Planning justification is provided through the completion of a feasibility study with alternatives analysis. • The charge of this Committee is to oversee the alternatives analysis and provide NHDOT with a recommended preferred alternative.

Overview of the Project (Continued) • Project will serve as a multi-modal regional transportation center • Will provide a new passenger terminal for Intercity Bus Provider (Dartmouth Coach) • Will provide connections to local fixed-route transit services • Will provide connections to demand response human service transportation providers • Will provide significant park-and-ride capacity • Will provide infrastructure to facilitate bicycle and pedestrian connections • May provide space for a regional dispatch center • May (depending on site) provide connections to air or rail transportation

Roles and Responsibilities of the Project Advisory Committee • Oversee and provide input in the Public Involvement Process • Develop and reach consensus on a Statement of Purpose and Need for the project • Provide oversight and guidance in developing the Project Consultant’s scope of work for the alternatives analysis • Solicit proposals and select the Project Consultant • Oversee the process to identify and “shortlist” potential sites for the facility • Establish screening criteria to evaluate alternative sites • Select and recommend a preferred alternative

  7. Project Timeline • 12-month timeline is anticipated • 7 Project Advisory Committee meetings • 4 Public Informational Meetings

  8. SECTION 2 PUBLIC INVOLVEMENT PROCESS

Goals for Public Involvement • Encourage early and continued public participation. • Meaningfully engage the public as a contributor to the success of the project. • Solicit community support for the project. To do this we must: • Provide complete and timely information about: • Meeting agendas, times, and results. • Research and recommendations from project consultants. • Status of the project. • Invite the community to participate before important decisions are made.

Public Meetings • Public Meeting #1 • Present the process and seek input on the drafted screening criteria. • Receive comments and reaction • Public Meeting #2 • Invite the public to brainstorming possible locations • Public Meeting #3 • Present and receive feedback on potential sites. • Public Meeting #4 • Formal presentation of PAC recommendations.

  14. Outreach to Civic groups • Over the course of the planning project members of the Project Outreach Team will be available to discuss the project with civic groups, town boards, and other interested parties. • Please suggest venues for this outreach.
