  1. Foreign Policy Goals • 1871-1890 • Otto von Bismarck and a United Germany

  2. Goal #1 • Keep France diplomatically isolated from the other Great Powers of Europe

  3. WHY?

  4. Alone, France is powerless • But...If France was to join with another of the Great Powers they could potentially cause difficulty for Germany

  5. Goal #2 • Secure Germany’s borders - ensure that Germany is on good terms with their neighbours...except France.

  6. Dreikaiserbund • The “Three Emperor’s League” • Russia, Austria, Germany • If one member goes to war, the other two will remain neutral • Why is this doomed to fail in the long run?

  7. Dual Alliance • Secret deal - Austria & Germany • If one goes to war, the other will back them up

  8. Reinsurance Treaty • Russia pulls out of Dual Alliance • Secret Deal - Russia & Germany • If one goes to war, the other will back them up

  9. Triple Alliance • Germany, Austria, Italy (New kid on the block) • Secret mutual defence pact clause

  10. Goal #3 • Create a new balance of power in Europe in which Germany plays a central role as power broker - make sure nobody does anything to upset this balance without Germany’s permission

  11. Goal #4 • Prevent war from occurring in Europe at all costs

  14. Goal #5 • If war becomes unavoidable, make sure Germany is in a position to win it.
