Local Air Program Funding • Linn County IA funding: • State Collected Title V Fees (67%) • EPA Grants ($9%) • Iowa General Fund ($3%) • Local Program Permit Fees ($21%) • 2011 Legislative Session • Bill passed one house that would significantly limit Title V Fees • Environment Protection Commission Rulemaking • Local Response • Inform and educate local delegation • Explore direct delegation of Title V Program • Research other funding streams

Constitutional Limitations • Many states have constitutional limits on vehicle registration fees and fuel taxes. • Often referred to as “anti-siphoning rule,” it is meant to protect the road use funds from sweeping these fees for “non-transportation” programming. • Many state and local jurisdictions have reported their “transportation funds” that were already collected having been swept.
