  2. Background Purpose: EVM IPT chartered in Jan 06 with goal of providing recommendations to DASN (M&B) for implementing EVM more effectively and consistently across all Navy programs. Specifics: • IPT composed of representatives from Navy SYSCOMS, PMOs, FMB6, NELO cost shop, SSP, Naval Audit Service, AIR 4.2, MARCORPS, and other SMEs • IPT meeting routinely • CEVM Director on board • Beau Willis; Beau.Willis@navy.mil; 703-418-1960

  3. CHARTERCenter of Earned Value Management (CEVM) • Responsibilities: • Acquisition Planning • Program Support • Oversight • Training

  4. Acquisition Planning • Establish policy and regulations to ensure applicable DFARS and CDRL clauses are appropriately applied to contracting documents • Establish policy to incentivize contractors to implement good EVM practices • Provide technical assistance as requested during the planning process

  5. Program Support • Work directly with program offices to improve reporting latency and accuracy of EVM data • Analyze performance of all ACAT I-IV programs with EVM (DASN M&B requirement) • Provide independent technical and program management assistance to Navy programs managers, when requested

  6. Oversight • Work with DCMA to coordinate and participate in system reviews for Navy acquisition programs requested by DASN M&B • Coordinate and participate in program baseline reviews for Navy acquisition programs as requested by DASN M&B • Upon request from program offices, assist in a pre-Integrated Baseline Review (IBR) system and process check up • Provide an independent assessment and report of the pre-IBR and adjudicate pre-IBR findings • As requested by ASN(RDA), work with respective DASNs to ensure program reviews are conducted quarterly on all Navy ACAT I-IV programs with EVM requirements

Training • Determine what training needs exist and develop a plan to meet the needs • Establish minimum training standards for all key personnel within Navy EVM community • Work with DAU to develop and maintain a course containing EVM Best Practices • Create and maintain a mobile training team
