Home Based CareRe-tenderSCA Update – February 2014

Current position

Current Position

  • The existing HBC framework was awarded in April 2012 as a 2 + 2 contract

  • The proposal is to extend the framework for 6 months to enable SCC and the CCG’s to undertake a joint tendering exercise and implement a new contract for October 2014

  • We have considered influences on the market:

  • Recruitment and retention

  • New policies and legislation

  • Recommendations from reports (UKHCA/Unison)

  • Local issues affecting demand & supply in Surrey

  • Feedback from providers

  • Feedback from service users

  • Feedback from quality monitoring visits

What do we want from the new contract

  • Improved capacity in difficult areas

  • A quick response and ability to pick up care, especially for hospital discharge

  • Need to improve transparency of number of missed & late calls

    Build ‘Partnership’ relationships with providers

  • Moving away from a Framework and implement advanced payment on an agreed, variable volume

  • Payment to reflect complete delivery of quality services to contract

  • Ability to deliver personalised services enabling people within their communities
