From brain-drain and ageing of human resources to real career development opportunities; From obsolete/insufficient RDI infrastructure to up to date concentrated infrastructure in doctoral schools, graduate schools, national labs and competence centers; Stronger connections between public research and business sector; From national to international evaluation of policies, programmes and projects. 1. The RDI system will represent the driver of the knowledge society development in Romania, being able to support the innovation in all the fields that contribute to the welfare of the citizens and also to reach the internationally acknowledged scientific excellence. Three times increase in the number of researchers; researchers’ age average under 40 years; Improve the research carrier attractiveness; Three times increase in the number of doctoral students; Focus on excellence by attracting the best researchers from all over the world.
