History The Post Consumer Pharmaceutical Stewardship Association (PCPSA) was formed to respond to government and environmental issues relating to the efficient collection and safe disposal of leftover medicines returned by the public in provinces having regulations requiring industry stewardship programs. PCPSA is registered nationally as a non-profit organization. This association was created to provide the pharmaceutical and consumer health products industries with a collective means of adhering to the requirements of provincial waste management regulations for pharmaceutical products. PCPSA has operated the B.C. Medications Return Program since 2000; is set to began a program in Manitoba for April 1, 2011 and has contributed to the Alberta ENVIRx Program since 2004.

  4. Structure Representational Board (6-12) • Elected for a 2 year term • Represent all sectors • Brand-name, generic or consumer health products • Quarterly Board meetings • National office to coordinate daily operations of the Association • Contracting program services

Guiding Principles • Shared responsibilityCosts of running a provincial programs are shared between pharmaceutical (brand name and generic) and consumer health products industries. • Post-Consumer waste streamThe focus of this program is to manage and dispose of products in the consumer (i.e., household) waste stream as opposed to commercial products. • Level playing field Provincial governments must put into place sufficient enforcement mechanisms so that all affected companies will participate.

Guiding Principles (con’t) • Economic and environmental efficiencyThe lowest overall costs must be the goal of the program and we must ensure that industry benchmarks for both acceptable costs and effective and safe environmental management are developed. • Environmental managementDisposal of products must only be managed in locations that have environmental and health protection standards for handling waste. • Extended Producer Responsibility • Provide a mean for stewards to meet their obligations as a collective group with an approved program plan.

Stewardship Program • Similar to existing programs in pharmacies • Using professional associations to generate support and promote program to their membership • Provincial Pharmacists’ Association (Professional) • Canadian Association of Chains Drug Store (CACDS) • College of Pharmacists (licensing) • Ensure a smooth transition from current system to proposed collection services; • Coordinate communications with pharmacists.

Stewardship Association • Organize with provincial representatives a committee to support a transition from current system to the proposed collection system. • British Columbia and Manitoba • During first year of operation to transfer current collection services to Medications Return Program • CACDS , independent chains and health services organizations • Pharmacy database on website to locate participating pharmacies. • Contract the services of a program administrator to manage the collection, storage and shipment for safe disposal with a licensed incinerator for destruction.

BC/Manitoba “Pharmaceuticals” means all drugs, as defined in section 2 of the Food and Drugs Act (Canada), • Drugs intended for use in human • All Prescription drugs (Controlled substances, Narcotics) • Non-prescription orally ingested drugs Natural Health Products”, as defined in section 1 of the Natural Health Products Regulations (Canada): • Drugs intended for use in human • Orally ingested Natural Health Products • Non-prescription topical antibiotic and anti-fungal creams

Medications Return Program • To ensure safe and effective collection province-wide. • To provide the public with information on the location of participating pharmacies. • To achieve within a reasonable time performance requirements or targets established in the plan. • To divert expired and/or unused medications from landfills and sewers. • To ensure environmentally responsible disposal of expired and unused medication • To provide harmonization with comparable programs offered in other provincial jurisdictions.
