  2. TAS and Locality Team Handbook: • Version 2, has been uploaded on EdNet; • lessons learned e.g. Terms of Reference for consortia, TAS report form; • new developments section; • Section on information sharing.

Locality Team Progress: • meetings have been set up in each neighbourhood chaired by Judy Boyce; • In future, problematic issues and examples of successful joint projects in all areas will be shared; • Feed back will be given from TAS meetings; • Recommendations and TAS reports will be passed to CTB sub group

  4. The Function of the Consortia: • to identify common needs between schools based on data submissions; • to establish moderation processes so that over time there is an increasingly accurate and common agreement on what constitutes thresholds of need including School Action Plus; • to identify common training needs, organise and deliver training; • to identify and share existing best practice in schools within the consortia; • to increase knowledge of and contact with the services available to support children.

How was outreach time decided? • For secondary schools - BESD, CLD and ASD outreach allocations were calculated by SEN Managers and averaged over 3 years. • Primary outreach time allocation for consortia was based on PLASC returns from schools • Secondary CLD and ASD be distributed by panels • Some secondary BESD outreach time has been given to the FAP

Continued: • SENISS time used for supporting statements and to provide specialist support through SLAs; • time allocation directly from EPS to consortia; • plans for use of time allocation for Autumn term will be agreed with services; • schedule of Primary TAS meetings agreed and dates circulated to all members; • Have SENCos scheduled consortia meetings as well as Primary TAS?

What do we know? • we know what is working well and what needs refining; • reports to Locality Team to include number of individual cases heard at each TAS meeting and number of CAFs opened; • schools will know whether outcomes for pupils are improved. Have children and families benefited from the multi agency approach provided by the TAS model? How can we evidence this?

  9. Continued: • LA articulates to schools its vision of how an effective primary consortia will operate in 2-3 years time – with success criteria; • LA and schools provide information for parents about primary consortia and the positive implications for them of working in this way; • LA to include primary consortia as part of its induction for newly appointed head teachers.
