  2. Purpose • Seek approval to present recommendations at the Board meeting on 21 March 2011 • Update on progress • Set out some thoughts for comment and questions for the Board to provide guidance • Outline next steps

Catch up • Board approval for project 4 November • Current arrangements fragmented with light-touch Partnership coordination • RIEP support secured and consultant appointed • Groundwork undertaken with Council analytical, engagement and performance colleagues • Awareness raising with Partners – intelligence users, managers, analysts (and thoughts gathered)

Some thinking (and challenges) Fundamentally….. • Sharing Intelligence must have a purpose • Intelligence must lead decision making Assumptions • The Council to manage the shared intelligence function, although leadership should remain with Walsall Partnership • Analytical capacity needs to be linked to the thematic area it supports – a collaborative approach rather than a single unit is preferred • Area Partnership Tasking arrangements work and should be extended in scope • A partnership consultation framework should be developed guided by an overarching boroughwide household survey

Next Steps • Consultant to investigate whether current analytical outputs are ‘fit for purpose’ and to evaluate the intelligence needs of the model • Engage users, analysts and their managers through 1-2-1 meetings and workshops in developing and testing a framework for ‘shared intelligence’ • Make recommendations to the Board with regard to proposed new operating methods and how existing resources can be adapted to meet needs
