    3. eGovernance Vision of Jharkhand Government of Jharkhand is committed to use ICT to build citizen-centric, inclusive and development oriented information society by transforming its functioning to provide services to the common man in a cost-effective, transparent and easily accessible manner with minimum bureaucratic procedure and focus on rural population

    4. Broad Strategy thus far Policy and Structural Initiatives Applications in areas having maximum public interface Create awareness about IT/eGovernance Create training infrastructure for Govt. employees Create computing and networking infrastructure

    5. Policy & Structural Initiatives I.T Policy promulgated in December 2004 JAP-IT formed to implement projects. Jharkhand Space Application Center fully functional. Optical Fiber Cable (OFC) policy announced and being implemented. Committee on Process Change

    6. Major Areas Covered so far Transport Treasury Commercial Taxes Registration Employment Exchanges Consumer Forum Municipal Corporations

    7. Major Areas Covered ... Chief Minister’s Information System Video Conferencing between Jails and Courts FileTracker in Secretariat Portal (www.jharkhand.gov.in) and Intranet Video Conferencing

    8. Major Areas : GIS Village Information System Wasteland Mapping Panchayat Database Watershed Mapping Natural Resource Info System Geological Mapping of Jharkhand Mine lease information System Ranchi Utility Information System Ground-water map of the State

    9. Areas being taken up Computerization and Networking of Welfare, Social Welfare, Law, Water Resources, Industries, JCECE, Planning, Food and Civil Supplies (PDS), Cooperative Banks, Land Records and Cadastral Maps, HRD, District Offices, Revenue Courts etc. GIS Tele-medicine, NRIS, Tele-education, e-GSWARAJ, Jharkhand Information system, State Natural Resources Management System, Urban Sprawl Mapping, etc

    10. NeGP: Implementation Thus far Capacity Building and eGov Road Map – Done SWAN (JharNet) - under implementation CSC – being done Institutional Framework – in place SeMT – yet to happen MMPs – one posed. Rest under preparation

    11. SWAN (JharNet) : Implementation Operator Selected. Five districts to be connected by July end. Rest districts by August end. Blocks will be connected by November end. Third Party Inspector : RFP Out Band-width provision by BSNL: some issues

    12. CSC (Pragya Kendras) RFP out and Technical bids opened SCA Selection by July end To be located in Panchayat Bhawans Connectivity between Blocks and CSC to be provided.

Change Management: Challenges Attitudes towards people Processes have acquired rigidity and have become an end in themselves Underlying Assumptions : Security, Suspicion Perception of loss of power, authority and discretion Looking at systems from inside Ignorance of capabilities of tools and benefits Lack of faith in digital documents Lack of ownership/leadership

    19. Lessons Learnt So far Technology is only an enabler Processes and people are very important Attitude change requires intensive training It can be done provided there is ownership and leadership
