  8. SAMPLE TENDER • EPC contract on Turn-key Job basis giving Lump sum offer including Trial Run and O&M. • Execution from Intakewell, at source to House Service Connection up to Consumer-end.

Pumping Mains & Gravity Feeder Mains. • Water Treatment Plant. • Master Balancing Reservoir. • Elevated Service Reservoirs and Metallic / HDPE Distribution network in villages. Cont.……….

  13. Eligibility Criteria (A) Financial Criteria from 2009-10 to 2011-12 • Average Turnover - • ≥75% of Estimated cost at 2011-12 level • Working capital - • Credit limit ≥25% of Estimated cost at 2011-12 level • Net Worth – Must be +ve Cont.……….

Eligibility Criteria (A) Financial Criteria from 2009-10 to 2011-12 • Joint Venture / Consortium is admissible • Qualifications for JV – • Lead Partner - At least 51% of above • Other partner (s) - Remaining 49% • Individual Partner - At Least 26% • Firm/JV/Any Partner of JV should not have suffered loss in last three Financial years. Eligibility Criteria (B) EXPERIENCE • River Intake work and/or civil engineering infrastructure • Projects ≥ 75% designed capacity in single contract. • Water Supply Pipe Line Works – • Half of the total length of largest dia. • Overall quantity laid ≥ Estimated total length of pipelines. • (iii) Water Treatment Plant – • ≥ 75% of Capacity in single contract. • (iv) Clear Water Reservoirs - • ≥ 75% of Desired largest Capacity in single contract.   18. Eligibility Criteria (B) EXPERIENCE (v) Pump Motor Works ≥ 75% of desired Capacity i/c all works in single contract. (vi) 33kv Electrical Substation – Should have done in single contract. Note :- (a) Therefore we are allowing JV of firms. (b) Similar nature of work up to desired capacity at par or above the minimum requirement – if completed ≥ 75% of work may also be considered. (c) The completion of work must have been done in stipulated time period. Cont.……….

Eligibility Criteria (C) Registration of Bidders • May Participate in Tendering Process – • - Registration as contractor in Govt. of M.P., PWD in respective class • Firms of Repute /contractors/ JV not registered in M.P. PWD will have to get themselves registered in M.P., PWD in respective class before drawl of agreement. Cont.……….

  22. Eligibility Criteria (D) Verification of Documents • All documents must be get verified from originals. • At least a week before last day of issue of tender document

  25. FINANCIAL CONDITIONS UNDER SAMPLE NIT • Price quoted shall be inclusive of all taxes & duties. • Validity of financial offer – 180 days. • No price escalation shall be payable. • Workers Welfare Tax @1% shall be deducted from RA Bills. • No any advance shall be payable.

  26. FINANCIAL CONDITIONS UNDER SAMPLE NIT • Security Deposit @5% of cost of work including EMD shall be deposited in the form of FDR within 10 days from the date of LOA. • Refund of SD:- After 60 Months on successful completion, trial run & commissioning. • Excise Exemption certificate shall be issued as per GoI rules.

FINANCIAL CONDITIONS UNDER SAMPLE NIT • Agreement to be executed within 10 days from LoA. • Graduate Engineers & Diploma Engineers must be available at each work site during the execution activity. • Deduction @30,000/- p.m. or @20,000/- p.m. if no Graduate engineer or diploma engineer is available at site. • Bad work penalty @1% of that part of work for each day of rectification, not exceeding 10 days.

  30. PRICE-BREAKUP SCHEDULE • Total offered cost shall be divided in different components of work as per agreement. (on the basis of Estimated cost) • Each component of work shall further be sub-divided on the basis of completion of different stages of that work. • O&M of scheme shall be 10 years after 3 months of successful trial run. • The O&M cost of 1st year shall be determined as one component of work. • The O&M cost shall not include cost of energy & chemicals.

PRICE-BREAKUP SCHEDULE • Energy charges shall be paid by MPJNM excluding penalties. • Cost of chemicals shall be reimbursed on the basis of actual consumption. • Rates of reimbursable chemicals shall be as below – • On MPLUN rates • If not in LUN then DGS&D rates. • If not as above then on Proof of actual payment.

  34. PRICE-BREAKUP SCHEDULE • For each next year the cost of O&M of first year shall be determined by multiplying a factor as below - • After 1th year - 1.10 • After 2th year - 1.21 • After 3th year - 1.33 • After 4th year - 1.46 • After 5th year - 1.61
