  3. 1. Why it matters • The issue of state’s rights versus the power of the federal government (feds vs. anti-feds) has been debated since the founding of the US • The debate became more urgent when Americans disagreed on important economic measures

  4. 2. Supporters of the 2ndBank • Between 1816 and 1830 Americans found confidence in the 2nd bank of the US • It was a safe place to deposit funds, made loans to businesses, and helped create confidence in banks all over the nation • Supporters of the bank were most often the wealthy

  5. 3. Opponents of the Bank • Many Americans also disliked the bank • Many farmers and merchants had difficulties getting loans from state banks who wanted to borrow money • Many southerners and westerners blamed the Bank for the economic crisis that broke out in 1819

  6. 4. Andrew Jackson versus the Bank • That Bank’s most powerful enemy was A.J. • He called the 2nd National Bank, “the Monster” • He disliked the bank b/c he claimed it favored the wealthy allowing them to gain wealth at the expense of ordinary people • Jackson also disliked the Bank’s president Nicholas Biddle who was a silver spoon kid, and did favors for power politicians

  7. 5. The Bank War • Biddle got Congress to renew the bank’s charter in 1832, even though it’s first charter wasn’t up for another 4 years • Jackson immediately vetoed the bill to renew the charter • The Fight over the bank became a major issue in the 1832 presidential election • Henry Clay who ran against Jackson supported the Bank as A.J. opposed it • Jackson’s victory in 1832 and over the bank helped to increase the power of the presidency

  8. 6. State’s Rights • Since the founding of the U.S. Americans have debated the balance of powers for the states and fed. Gov’t • Our Const. Convention created a gov’t based on federalism • Dividing power between the national government and states • At the same time the tenth amendment set limits on federal power, it states that any power not specifically given the to the fed. Gov’t belong to states or to the people • Over the years the issue of state’s rights had resurfaced in issues like the Virginia and Kentucky resolutions, Alien and Sedition Acts, and the nullification crisis
