3.1 Capacity Assessment - purpose and tools Purpose • identifies needs of key stakeholder groups in SEA • identifies gaps, assumptions and risks and helps to focus (or refocus) capacity development assistance • helps to link up with the related capacity development efforts Tools: workshop, interviews and surveys IAIA SEA Prague05: Session E7: Capacity Development Manual for the implementation of the Protocol on SEA, 29th of September 2005
3.2. Key questions for SEA capacity assessment (i) System and problem analysis: • review of the planning framework; • identification of plans and programmes that SEA will be applied to; • experience with current environmental assessment system for plans and programmes; • most challenging aspects of implementing the SEA Protocol. Key questions for SEA capacity assessment (ii) Stakeholder analysis: • key stakeholders in SEA reforms and their networks; • key providers of capacity development services in SEA and resources available from their past, ongoing and planned capacity development initiatives. Key components of capacity development strategies • Objectives and priorities for building up/creating capacities (i.e. system, institutional and human capacity) • Main proposed activities - their timing, expected results and indicators of success; • Implementing agencies (preferably by building on existing capacity development programs) and their responsibilities; • Resources for implementation; • Monitoring and review of the strategy (periodical). 5. Concluding remarks • Quality of capacity development indicates interest to develop effective SEA system; • Open recognition of lacking capacities may be politically sensitive; • Resources need to be available; • Coordination and stakeholder participation helps.
